Overview

The Operations Research Systems Analyst (ORSA) provides advanced analytic, modeling, and decision-support capabilities to address complex operational and strategic challenges across USINDOPACOM's Area of Responsibility (AOR). This role applies rigorous quantitative and qualitative methods-combined with military and intelligence expertise-to generate assessments that inform senior leadership decisions, improve operational planning, and enhance mission effectiveness. The ideal candidate is a senior-level analyst with deep experience in decision analytics, modeling and simulation, data mining, metrics development, and statistical evaluation in support of DoD or Intelligence Community missions.



Responsibilities

Advanced Analytical Support & Decision Science

    Designs, develops, and applies a variety of decision-analytics methods-including mathematical and statistical models, simulations, modeling tools, and data-mining techniques-to solve operational and planning problems.
  • Produces unique, timely, and interdisciplinary analysis that integrates multi-source intelligence data to inform senior leadership decisions on urgent and complex issues.

Line of Effort (LOE) Modeling & Campaign Assessment

  • Plans, coordinates, and conducts analytic assessments associated with LOE modeling across USINDOPACOM's AOR.
  • Evaluates intelligence mission activities to measure effectiveness, identify gaps, and inform operational improvements.

Metrics Development & Assessment

  • Consults with subject matter experts to develop robust qualitative and quantitative metrics including:
    • Measures of Performance (MOPs)
    • Measures of Effectiveness (MOEs)
  • Supports campaign plan assessment by developing models that track progress toward operational and strategic objectives.

Analytic Tradecraft Development

  • Develops and documents advanced analytic methods such as statistical analysis, data-mining workflows, mathematical modeling, and simulation.
  • Improves analytic tradecraft and standardizes approaches for repeatable, high-quality intelligence analysis.

Modeling, Simulation & Data Visualization

  • Simulates the flow of data, events, and operational variables to identify process, capability, or resource constraints.
  • Uses advanced data-visualization tools to translate analytic findings into clear, actionable insights.

Data Collection, Reduction & Evaluation

  • Identifies critical data elements and indicator variables required for analytic models.
  • Designs and implements data-collection plans; organizes data reduction and analysis activities.
  • Evaluates reported information against predetermined thresholds and criteria to support operational assessments.

Senior-Level Engagement & Briefings

  • Prepares and presents statistical results, model outputs, and analytic findings to USINDOPACOM senior leadership.
  • Ensures all assessments are clear, accurate, and aligned with decision-maker needs.

Boards, Centers, Cells & Working Groups (B2C2WG) Support

  • Serves as primary or alternate analyst supporting B2C2WGs, Operational Planning Teams (OPTs), and other relevant fora.
  • Provides analytic expertise, decision-support tools, and modeling insights to enhance operational planning and global integration.


Qualifications

  • Senior-level experience conducting operations research, modeling, or decision analytics for DoD or IC missions.
  • Expertise in developing MOPs/MOEs, campaign assessments, and analytic frameworks.
  • Proficiency in statistical analysis, data mining, simulation, and modeling tools.
  • Ability to translate complex data into executive-level briefings and decision-support products.
  • Experience supporting planning teams, B2C2WGs, or operational-level staff processes.
  • Strong written and oral communication skills.

Preferred Qualifications

  • Experience supporting a Geographic Combatant Command, ideally USINDOPACOM or similar.
  • Familiarity with intelligence assessments, LOE modeling, and operational campaign design.
  • Advanced degree in Operations Research, Applied Mathematics, Engineering, Systems Analysis, Statistics, or related field.
