The MTA Office of Procurement is currently recruiting for the role of Procurement Compliance Manager (Administrator IV). The responsibilities of the Procurement Compliance Manager include leading, implementing, and managing the Office of Procurement's Contracts and Purchasing Unit compliance processes and ensuring consistency with the MTA, MDOT, Department of General Services Office of State Procurement (DGS OSP), and the Board of Public Works (BPW) policies, procedures, rules and regulations. Additionally, the Procurement Compliance Manager is responsible for ensuring the integrity, compliance, and efficiency of the Office of Procurement Contracts and Purchasing Unit's procurement activities.

This position works closely with the MTA Office of Audits and conducts comprehensive audit reviews of all MTA procurement files and processes to verify adherence to applicable laws, regulations, and internal policies. The Procurement Compliance Manager oversees the preparation and submission of regulatory reports, ensuring accuracy and timeliness in compliance reporting. Additionally, the role is instrumental in identifying areas for improvement, implementing best practices, and promoting a culture of compliance and continuous improvement within the procurement function. This position requires a comprehensive understanding, accurate interpretation, and precise application of Federal and State laws, regulations, policies, and practices, as well as MTA procedures and guidelines related to procurements and regulatory reporting requirements. This position supervises other employees and receives general supervision from the Deputy Director of Contracts.

The current vacancy is located in Baltimore, Maryland.

Hybrid telework schedules are available for this position.


Qualifications

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of administrative staff or professional work. *Four years of experience must include ensuring compliance with procurement programs and regulatory reporting and employee supervision with direct responsibility for overseeing and coordinating the general operations of a unit, applying rules and regulations, and exercising responsibility for the development of policies and/or procedures. *

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.


Licenses & Certifications

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

The incumbent in this position is not a member of a covered bargaining unit.
