Purpose:

Provides E&I construction site expertise during construction phases of projects to interpret designs, adjust designs to meet site conditions, oversee construction supervision, and provide final approval of completed construction tasks to ensure construction conforms to design specifications. Develop and maintain construction practices for the project. Control and coordinate construction activities to ensure assigned projects are delivered to the clients satisfaction and according to safety, quality, time and budget parameters.

This role is based onsite in Shreveport, Louisiana in a plant based environment.

Responsibilities:

PHASE IV (DETAILED DESIGN)

  • Assist in developing construction strategy from owner's perspective.
  • Review IFA and IFC Construction Packages and give feedback to project team.
  • Participate in design/constructability reviews at the EPC office or engineering supplier.
  • Participate in constructability effort per PMT procedure.

PHASE IV (PROCUREMENT)

  • Evaluate contractors and service.
  • Participate in pre-bid walks and assists in evaluating bids.
  • Assist in answering construction related pre-bid RFI's from contractors.
  • Take part in the bid review for field construction packages, as requested.
  • Assist EPC or construction supplier mobilization to site (trailers, utilities, storage).
  • Collect and forward to PM any documentation that arrives with materials.

PHASE V (CONSTRUCTION FIELD SUPERVISION) - PRIMARY RESPONSIBILITY

  • FIELD ACTIVITY for E&I Discipline
    • Single point of contact for contractors.
    • Lead pre-construction meeting with successful contractor(s).
    • Document and answer contractor RFI's. - i.e. first point of contact.
    • Pass on to project team any risk of claim or delay from contractors.
    • Receive and store purchased materials.
    • Coordinate the project's lay-down areas.
    • Assist/Ensure plan for maintenance of stored equipment.
    • Help distribute previously-stored project provided material as needed by contractor or maintenance.
    • Daily coordination of construction activities with contractors, vendors, HON operations, E/I, and maintenance.
    • Daily Inspections of the construction underway. Daily Inspections of the Contractors' Documentation and PPE: i.e. work permits, JSAs, HASPs/AHAs. Performing CSAs on a routine basis.
    • Daily Inspections of the Contractors' Work Areas.
    • First line QA/QC, coordinating with plant or external resources as needed. Witness tests (grounding, continuity, megger) sign docs, forward to PMs.
    • Gather daily construction reports from contractor and or maintenance include info on weather, crew make-up, and daily major achievements (see "Daily Construction Log").
    • Coordinate project tie-in work with the plant.
    • Report weekly highlights to the project engineer including digital field pictures when appropriate.
    • Receive and sign QA/QC Turn-Over Checklists prior to PSSRs.
    • Under direction of the project manager, lead the final field activities required to close a project i.e. any construction related changes or punch list items.
    • Obtain Job Completion documentation from Contractors, including As-Builts which are forwarded to the PM.
  • SAFETY & ENVIRONMENTAL
    • Assure all work meets safety and environmental regulations and procedures; facilitate "Life Critical" permits for contractors assuring proper notification and signatures of proper plant personnel. (LOTO, Hot Work, Line Break, Confined Space, and Critical Lifts).
    • Verify that contractors are trained on any site specific procedures i.e., Fall Protection and Scaffolding Awareness.
    • Report monthly manpower numbers (individual projects to the various PMs and totals to the designated Project Control Tech) for the calculation of safety incident rates.
    • Confirm on-site construction personnel meet the site/Company security and safety requirements.
    • Witness and document contractor toolbox safety meetings.
    • Participate in incident reviews involving contractors.
    • Report Incidents to Capital Leader and the Project Engineer/Manager.
  • SCHEDULE
    • Drive construction schedules and deliverables. Do not take a passive role. Coordinate independent contractor schedule milestones to maintain the overall project schedule.
    • Report schedule deviations to the Project Manager.
    • Identify & recommend overall Construction workload adjustments when appropriate.
    • Present to PMs, any conflicts or opportunities, regarding safety, cost, schedule, constructability, operability, maintainability.
  • COST CONTROL
    • Do the initial review of contractors' invoices and estimate percent complete verses percent billed. Pass on to project engineer for receiving in SAP.
  • COMMISIONING & START-UP
    • Manage the field redlined as-built drawings and pass to project engineer.
    • Lead loop check activities.
    • Participate in PSSR.
    • Complete PSSR punch list pertaining to construction.
    • Participate in Contractor Performance Rating for each of the major contractors as needed.
    • Participate in the project critique.

What you will bring

Technical/Industry Experience and Qualifications Requirements:

  • Experience varies based on education background. Those with degree typically have 10+ years relevant experience. Those with trade qualifications will typically have 12+ years relevant experience.
  • Seasoned ability to inform and persuade on complex matters comes from recognition as subject matter expert. Utilized on the most complex and difficult problems.
  • Advanced understanding of systems, processes and tools related to field. Able to assist others and troubleshoot issues.

Education - Qualifications, Accreditation, Training:

Required:

  • University Degree, or equivalent, in related field or an equivalent trade qualification combined with further relevant training and experience.
