Primary Purpose of the Organization:
The Division of External Affairs and Military Relations serves to promote and manage key relationships on behalf of Fayetteville State University the North Carolina General Assembly, governmental agencies, the United States Congress, as well as a variety of quasi-governmental entities whose missions may support the interests of Fayetteville State University.
Primary Purpose of the Position:
The Director of Government Relations serves as a liaison to local, state, and federal government entities, representing the University before the North Carolina General Assembly, the U.S. Congress, and related agencies on matters of legislative and public policy significance. Working under the direction of the Vice Chancellor for External Affairs and Military Relations, the position is responsible for developing and advancing a comprehensive legislative strategy that aligns with the University's strategic priorities, monitoring governmental activity for potential impacts, strengthening relationships with key policymakers and stakeholders, and coordinating advocacy efforts to support the University's mission, funding objectives, and long-term institutional interests.
Minimum Education And Experience Requirements:

  • Bachelor's degree in business, public administration, management, communications, or a related field and two to four years of work experience.
  • Substantial subject matter expertise: Regarding Local, State, and/or Federal affairs and public policy with demonstrated experience and subject matter expertise in legislative affairs, public law, and advocacy relating to Local, State, and/or Federal governments.
  • Advanced knowledge of and/or experience with higher education issues and priorities.

Knowledge, Skills And Abilities:


  • Knowledge of the Legislative and Regulatory Process: An in-depth understanding of how legislation is drafted, moves through committees, and is enacted into law at local, state, and/or federal levels, including the regulatory procedures of government agencies. This knowledge is critical for effectively monitoring developments and ensuring organizational compliance.

  • Strategic Thinking and Policy Analysis: The ability to analyze complex public policy matters, anticipate the impact of political and legislative changes, and develop and execute effective government affairs strategies to advance the organization's interests.

  • Relationship Building and Stakeholder Engagement: Proven ability to establish, cultivate, and maintain strong, effective relationships with government officials, policymakers, industry stakeholders, and internal teams to build consensus and support for the organization's position.

  • Exceptional Communication Skills (Written and Verbal): Outstanding public speaking, presentation, negotiation, and persuasive writing skills, including the ability to clearly and effectively communicate complex issues to diverse internal and external audiences, such as through testimony, fact sheets, and reports.
