Development Program Manager

This is a full-time W-2 position (40 hours/week), onsite in Vancouver, WA 98665.


Summary

Flux Resources is seeking an experienced Development Program Manager to lead engineering and development review activities for one of our public sector clients in Vancouver, Washington. This leadership role is responsible for managing engineering staff and overseeing development programs related to sanitary sewer collection and conveyance infrastructure, including plan review, permitting, development agreements, and long-range system planning.

The successful candidate will serve as a key liaison between developers, public agencies, consultants, and internal stakeholders while ensuring infrastructure improvements comply with engineering standards, regulatory requirements, and the client's long-term capital planning objectives.


Key Responsibilities
Program & Engineering Management

  • Lead and manage the Development Engineering team responsible for development review and infrastructure planning
  • Plan, organize, prioritize, and oversee engineering staff workloads and resource allocation
  • Provide technical oversight and quality review of engineering work products
  • Establish goals, priorities, and performance expectations for the development engineering program
  • Mentor, coach, and develop professional and technical staff

Development Review & Permitting

  • Manage engineering review of private development projects affecting wastewater collection and conveyance systems
  • Review engineering plans for compliance with District standards, specifications, and regulatory requirements
  • Evaluate developer requests and recommend engineering solutions
  • Prepare and administer development agreements
  • Coordinate permitting activities and infrastructure approvals
  • Ensure sewer system extensions and improvements are constructed in accordance with approved plans and standards

Infrastructure Planning

  • Support long-range planning for wastewater collection and conveyance infrastructure
  • Develop and update General Sewer Plans (GSP) and related planning documents
  • Evaluate future system capacity and infrastructure needs
  • Coordinate basin planning and system improvement strategies
  • Support capital improvement planning and growth management initiatives

Stakeholder Coordination

  • Serve as the primary engineering liaison between developers, consultants, contractors, regulatory agencies, and District staff
  • Coordinate project reviews with local, state, and regional agencies
  • Facilitate meetings with developers and project stakeholders
  • Build collaborative working relationships that support timely project delivery
  • Present technical information to management, public officials, and community groups

Technical Leadership

  • Interpret and apply engineering standards, regulations, and public works policies
  • Review engineering reports, surveys, calculations, specifications, and construction documents
  • Support engineering decisions related to:

    • Wastewater collection systems
    • Sewer conveyance infrastructure
    • Pump stations
    • Land development
    • Utility coordination

  • Ensure engineering work complies with applicable local, state, and federal requirements

Our Ideal Candidate

  • Bachelor of Science in Civil Engineering from an ABET-accredited program or closely related engineering discipline
  • Minimum six (6) years of progressively responsible engineering experience
  • At least two (2) years of project management experience involving planning, scheduling, budgeting, coordination, and problem resolution
  • Minimum two (2) years of supervisory experience leading professional, technical, or administrative staff
  • Professional Engineer (PE) license in Washington State or ability to obtain licensure through reciprocity within six months of hire
  • Strong knowledge of:

    • Wastewater collection and conveyance systems
    • Public works engineering
    • Land development review
    • Engineering design standards
    • Utility permitting

  • Experience reviewing engineering plans and construction documents
  • Strong communication, leadership, and organizational skills
  • Ability to manage multiple complex projects simultaneously

Preferred Qualifications

  • Experience working for a municipality, utility district, or public works agency
  • Knowledge of:

    • Sewer basin planning
    • Industrial pretreatment programs
    • Land use regulations
    • Surveying principles
    • Public infrastructure planning

  • Experience with GIS and engineering software
  • Proficiency with:

    • Microsoft Office Suite
    • Bluebeam Revu
    • Document management platforms

  • Experience facilitating public meetings and stakeholder engagement
  • Strong conflict resolution and consensus-building skills

Working Conditions

  • Primarily office-based with periodic travel to project sites, meetings, and field locations
  • Occasional work outdoors in varying weather conditions
  • Field visits may include construction sites, wastewater facilities, uneven terrain, and confined space access
  • Ability to lift up to 25 pounds occasionally
  • Must possess and maintain a valid driver's license with an acceptable driving record
  • Occasional evening, weekend, or emergency response work may be required

Compensation & Benefits

  • The pay for this W-2 position ranges from approximately $57.69 - $79.04 per hour (converted from the stated monthly salary of $10,000-$13,700, based on 40 hours per week).
