Position Description: The Supervisor of Construction Resources is responsible for ensuring the timely availability and coordination of non-employee construction resources for all UNSE Mohave capital projects. This role plays a critical part in enabling efficient project starts and successful completions by arranging, scheduling, and managing services provided by community partners and vendors. In addition to overseeing project budgets and timelines, the Supervisor supports preventative maintenance initiatives, worst performing circuits for targeted improvements, and manages drone inspection operations to enhance system reliability and safety. This position ensures compliance with all operational, safety, and regulatory standards. As a key member of the UNSE Leadership Team, the Supervisor supports decision-making processes that drive organizational success and community impact. The Supervisor ensures department work aligns with project goals, safety standards, and operational efficiency. [GS1] Key Responsibilities: Project Coordination & Resource Management* Serve as the primary liaison between internal/external construction teams and UNSE Mohave/TEP engineering resources. * Supervise the UES Electrical Utility Inspector and Kingman Line Locator. * Collaborate with Engineering to identify and engage appropriate vendors and community partners for each capital project. * Maintain close communication with construction teams to monitor timelines, resolve gating issues, and adjust schedules as needed. * Develop and manage resource plans that align with budget and timeline constraints. * Review and recommend contracts and expenditures for vendor services. * Coordinate preventative maintenance activities in alignment with system reliability goals. * Support targeted upgrades and repairs on worst performing circuits based on performance data and engineering input. * Oversee drone inspection operations for overhead infrastructure, ensuring timely data collection and integration into maintenance planning. Project Review & Continuous Improvement* Lead post-completion capital project reviews focused on budget adherence, timeline performance, and lessons learned. * Promote continuous improvement across the organization by sharing insights and feedback from completed projects. * Analyze inspection and performance data to identify trends and recommend proactive measures. Leadership & Culture* Demonstrate leadership behaviors that support a culture of excellence, safety, trust, inclusion, collaboration, and innovation. * Lead by example in adopting new technologies and maintaining team morale. * Support a safe and productive work environment by adhering to UEE standards, OSHA, NESC, NEC, and other applicable regulations. Joint Use & Pole Attachments* Monitor and manage new attachments and over lash applications submitted via the Jointuse@uesaz.com mailbox. * Assign inspections and log findings for each application. * Track annual reporting forms, update contact information, and total new attachments for billing. * Maintain records of service drops and update the UES Mohave Pole Communication Inspection App accordingly. * Track transfers and violations, coordinate corrections, and verify completion. * Issue sanctions and collaborate with billing and collections to ensure payment. Performance Measures:* Accountable for vendor performance and contracted service outcomes. * Comply with the Collective Bargaining Agreement. * Provide cost-saving recommendations and uphold fiduciary responsibilities. Management Responsibilities* Ensure that the Company's management principles, policies and programs are consistently practiced and continually support the Affirmative Action Plan. * Assume fiduciary responsibility for operating the business and provide recommendations on cost improvement measures. * Ensure the Performance Management program is administered uniformly and effectively. * Comply with and administer the terms and conditions of the Collective Bargaining Agreement when applicable. * Administers personnel functions, including recruiting, review and approval of job descriptions and salary classifications, and selection and placement of personnel. Participates in hiring, termination, promoting, assignment and direction of staff. Ensures compliance with all applicable local, state and federal laws, regulations and standards, company policies, practices and ethical obligations to investigate, evaluate and recommend appropriate resolution to employee complaints. * Promotes and participates in the professional development, personal growth and career planning of staff. Motivates, recognizes and rewards, coaches, counsels and trains; provides feedback to employees during performance reviews. Participates in Leadership Development programs. * Addresses disciplinary and/or performance issues, according to company policy, and communicates effectively with employees regarding corrective action. Has input into the adjustment of grievances and administration of discipline. * Plans day-to-day operations, estimates personnel needs and schedules and assigns work. Evaluates the structure and team plan for continual improvement of the efficiency and effectiveness of the group. * This position may provide services to affiliates of the Company subject to the UNS Energy Code of Conduct and the related Policies and Procedures. Qualifications: Education & Experience* High School diploma or GED required. * Bachelor's degree preferred, or equivalent combination of education and leadership experience. * Five years experience in electrical line construction preffered. Skills & Knowledge* Strong interpersonal and communication skills across diverse teams and departments. * Experience working with labor agreements. * 2 years of financial analysis and project management preffered. * 5 years experince in electric utility operations, including overhead and underground distribution and transmission preffered.[GS2] * Proficiency in personal computer applications and software tools. * Ability to analyze data using statistical methods and draw actionable conclusions.
