Overview

We are seeking an experienced Construction Manager to lead field and office activities for municipal capital improvement projects. You will oversee construction management and inspection in conformance with project plans, specifications, and applicable standards, while maintaining continuous communication with City staff, contractors, utilities, and the community.



Responsibilities

    Provide construction management and inspection in conformance with project funding guidelines, plans, specifications, and special provisions.
  • Analyze project plans and specifications for errors and deficiencies; report findings.
  • Adhere to all safety and health code regulations and enforce applicable contract provisions for the protection of the public and project personnel.
  • Review contractors' Critical Path Method (CPM) schedules, construction staging plans, and traffic control plans; recommend approval.
  • Prepare and oversee quantity calculations, progress payments/invoices, daily construction reports/journals, and related correspondence.
  • Maintain updated record drawings and assist with preparation of As-Built plans.
  • Coordinate and attend pre-construction meetings; prepare agendas and accurate meeting minutes.
  • Review and approve submittals; respond to RFIs; advise on contract changes.
  • Maintain continuous communication with City staff, public outreach personnel, construction administration staff, project neighbors, and utilities to resolve issues and communicate work conditions.
  • Assist with claims documentation and participate in settlement meetings.
  • Ensure proper implementation of the Storm Water Pollution Prevention Plan (SWPPP) or Water Pollution Control Plan (WCPC).


Qualifications

Standards & References

  • Greenbook Standard Specifications and Standard Plans for Public Works Construction.
  • Caltrans Construction Manual.
  • Manual of Traffic Controls for Construction and Maintenance Work Zones.

Minimum Qualifications

  • Minimum of 10 years' construction management experience on municipal roadway/highway construction projects (or equivalent).
  • Thorough knowledge of public works and Caltrans construction practices; ability to read and interpret plans and specifications.
  • Ability to make effective decisions concerning field problems and work in progress.
  • Licensed Civil Engineer in the State of California.
  • Proficiency with Microsoft Word, Outlook, and Excel (or equivalent).

Preferred Experience

  • Coordination with Southern California Edison, Southern California Gas Company, AT&T, Cox Communications, Irvine Ranch Water District, East Orange County Water District, and Orange County Sanitation District.
  • Experience preparing agendas and minutes; monthly reporting; staffing and budget coordination.

Work Environment & Equipment

  • Ensure inspectors and project staff have necessary instruments, tools, testing and safety equipment.
  • Field work requires adherence to safety protocols (white hard hats, safety vests, rubber-soled shoes).

Wage Data Per State Requirements

Pay range for this position is $73-$77/hr. The starting pay will be commensurate with skill, education, experience, and working environment.
