Summary:

We are seeking an experienced Program Manager with a strong background in public health, health services, or health program management to oversee a federal contract supporting the Defense Centers for Public Health in Aberdeen (DCPH-A). This role will serve as the primary point of contact for the government customer, lead a multidisciplinary team, and ensure successful execution of all contract requirements.

While the position is primarily remote, the PM must be willing and able to travel onsite 1-2 times per week to build strong relationships with government stakeholders, provide team support, and maintain high-quality service delivery.


Responsibilities

Essential Job Functions:

  • Serve as the main liaison between government customers, internal leadership, subcontractors, and project staff.
  • Lead day-to-day operations of the contract, ensuring all deliverables, timelines, and performance requirements are met.
  • Build and maintain strong working relationships with DCPH-A leadership, fostering trust, transparency, and reliable communication.
  • Oversee staffing activities including recruiting, onboarding, performance management, and workforce planning.
  • Monitor contract scope, budget, risks, and schedule; prepare and present regular status reports to stakeholders.
  • Ensure compliance with all federal, DoD, and organizational standards, policies, and reporting requirements.
  • Identify opportunities to enhance processes, implement best practices, and drive continual improvement.
  • Support health-related program activities, leveraging domain expertise to guide project decisions and deliver value to the customer.
  • Facilitate meetings, manage project documentation, and ensure effective communication across teams.
  • Lead issue resolution and escalate concerns as necessary to maintain contract performance and client satisfaction.

Qualifications

Necessary Skills and Knowledge:

  • Ability to work under pressure, manage multiple tasks simultaneously, and meet deadlines.
  • Ability to think analytically and apply sound judgment, solve problems, make effective decisions, and act with integrity.
  • Ability to communicate, negotiate, and advise on matters that are highly complex and sensitive in nature.
  • Stakeholder and Customer relationship management skills are required.
  • Strong leadership skills and ability to interact with customers, partners, and foster cross-functional teamwork.
  • Excellent written and verbal communication skills are required.

Minimum Qualifications:

  • Bachelor's degree in Public Health, Health Administration, Healthcare Management, or related field.
  • 5+ years of experience managing federal contracts, programs, or complex projects; Federal experience preferred.
  • Demonstrated knowledge of public health, preventive health, health surveillance, or related health domains.
  • Proven ability to lead teams, manage performance, and coordinate cross-functional activities.
  • Strong communication skills with experience engaging directly with government clients.
  • Prior experience managing remote or hybrid teams.
  • Ability to travel onsite to Aberdeen, MD
  • Experience with budget tracking, reporting, and performance

Preferred Qualifications:

  • Master's degree in Public Health (MPH), Healthcare Management, or related field.
  • Experience supporting Army Public Health, DHA, or other military health organizations.
  • PMP certification.
  • Familiarity with DoD administrative systems, reporting tools, or acquisition processes.

Pay and Benefits

The annual salary range for this position is $110,000 to $115,000.
