Metra is one of the largest and most complex commuter rail systems in North America, serving Cook, DuPage, Will, Lake, Kane, and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe, reliable, and efficient commuter service.

This department oversees the design and construction of Metra capital projects and oversees the work of contractors implementing these projects. Capital projects overseen by this group include stations and parking as well as structural, electrical, and mechanical design.

Reporting to the Senior Director, Capital Projects, the Director, Stations and Parking manages the Station and Parking Section of the Capital Delivery Department overseeing staff and consultants performing planning, design, and project management functions for capital projects.

The primary duties include: Develop and implement goals and objectives for project designs; establish and administer design and management strategies, processes, and methodologies; and update and monitor adherence to plans, procedures, and standards. Manage staff including assigning, reviewing, and evaluating work; overseeing training, assessing performance; mentoring, coaching and providing leadership; and ensuring compliance with Federal Railroad Administration protocols and department policies. Manage the preparation of architectural design packages including technical specifications, drawings, scope, cost estimates, schedules, and budgets prepared by staff or consultants for architectural designs for station and parking projects. Assign, review, and evaluate staff work; oversee staff training, assess performance, and enforce Metra and Federal Railroad Administration protocols and department policies. Serve as a liaison internally to Metra's departments and externally to communities, outside agencies, railroads, and contractors for effective project coordination and implementation. Approve time off, coordinate staff schedules, fill vacancies as necessary, and ensure compliance with departmental and company policies and objectives. Decide/implement staffing decisions, performance evaluations, and performance improvement, disciplinary, and/or termination procedures. Make recommendations regarding hiring, performance evaluations, disciplinary and/or termination procedures. Promote safe work practices and maintain and foster a safe work environment. Perform other related duties as assigned to meet the ongoing needs of the organization.

Requirements
  1. Bachelor's Degree in Architecture or Civil Engineering.
  2. In addition to #1, must have 10 years of Architectural or Civil design experience that includes project management.
  3. Must have five years of direct or indirect supervisory experience that includes day-to-day employee management, assigning tasks, providing guidance and training, monitoring performance, conflict management, budgeting, hiring, disciplinary and/or termination.
  4. Comprehensive of the principles and best practices of planning, Architectural/Engineering design, procurement, and construction projects.
  5. Comprehensive knowledge of project management, project controls, and contract administration principles and best practices.
  6. Considerable of knowledge of building codes, zoning ordinances, manufacture product data, AREMA manual for Railway Engineering as they apply to station facilities, Americans with Disability Act (ADA) and National Environmental Protection Act.
  7. Considerable knowledge of state and federal requirements for capital projects.
  8. Considerable knowledge of operations, services, and activities of an engineering design and construction program.
  9. Strong organizational, analytical, and critical thinking skills.
  10. Proficient in Microsoft 365. Skill with design software/workflows for Power BI, Adobe Creative Suite, CAD and/or BIM software, 3D modeling software, and GIS is preferred. Considerable skill conceptualizing complex architectural designs.
  11. Strong management, leadership, and interpersonal skills.
  12. Strong conflict resolution skills.
  13. Skill preparing complex architectural schematics, drawings, specifications, and cost estimates.
  14. Skill in comprehending, understanding, and continuously improving architectural/engineering contract documents and contract structures.
  15. Ability to provide leadership to staff and interdisciplinary project teams.
  16. Ability to build relationship with individuals both within and outside of the organization.
  17. Ability to oversee the management of multiple projects and tight deadlines.
  18. Must possess and maintain a valid driver's license.
  19. Must be able to operate a vehicle.
  20. Must be willing to travel within and outside of Metra's 6-county region.
  21. Must be available to work flexible hours in the early morning, late afternoon, evenings, or weekends.

Preferred:

  1. Project Management Professional certification.
  2. Illinois Licensed Architect or Professional Engineer.
