Hours: Monday-Friday, 6:30 am - 3:00 pm

Compensation:$19.58/hour

The Street Crew I position is an integral part of the Clean Start team and is responsible for a variety of janitorial and administrative tasks, such as providing mobile trash pick-up to locations where people are experiencing homelessness in public places and coordinating with Portland Police Bureau Neighborhood Response Team (NRT) officers. Removal of all trash and debris from sidewalks in identified areas.

Established in 1996, the Clean Start Program offers full-time employment and essential job skills to the client base of Central City Concern. By providing comprehensive trash removal and cleaning services across the Portland metro area, Clean Start not only helps maintain a cleaner environment but also empowers its participants with valuable work experience and the opportunity to build a brighter future.

A successful applicant for the Clean Start Crew 1 Metro Rider position should demonstrate reliability and a strong sense of personal duty, taking pride in their work. They must possess a solid understanding of policies and processes, ensuring that tasks are completed efficiently and in accordance with established guidelines. This role requires individuals who are committed to maintaining a clean environment and are motivated to contribute positively to the community.

MINIMUM QUALIFICATIONS:



  • Must have at least six months of experience with outdoor cleaning and/or janitorial, preferably with Clean Start.
  • Must have six months of experience with biohazard identification and proper disposal, preferably with Clean Start.
  • Proven ability to communicate effectively with other staff, Portland Police officers, the general public, and people in the camps who are experiencing homelessness.
  • Ability to adhere to Central City Concern's drug-free workplace, which encourages a safe, healthy, and productive work environment and strictly complies with the Drug-Free Workplace Act of 1988. An employee shall not, in the workplace, unlawfully manufacture, distribute, dispense, possess, or use a controlled substance or alcohol.
  • Must pass a pre-employment drug screening and background check.
  • May be required to carry an agency cell phone for work use. A cell phone will be provided by Central City Concern.
  • Must adhere to agency's non-discrimination policies.
  • Ability to effectively interact with co-workers and clients with diverse ethnic backgrounds, religious views, cultural backgrounds, lifestyles, and sexual orientations, and treat each individual with respect and dignity.


ESSENTIAL DUTIES AND RESPONSIBILITIES:



  • Provide mobile trash pick-up to locations where people are experiencing homelessness in public places (camps).
  • Coordinate with Portland Police Bureau Neighborhood Response Team (NRT) officers and partnering street outreach workers through the Intensive Street Engagement Initiative to develop standard pick-up patrol routes.
  • Regularly communicate with abandoned autos, NRT officers, and other community partners.
  • Removal of all trash and debris from sidewalks in identified areas.
  • Complete all tasks assigned on a daily basis.
  • Document all cleanups via photographs.
  • Responsible for filling out assessments for each location.
  • Responsible for understanding the Anderson agreement and following it in regards to personal property.
  • Perform detailed cleaning, including bio-hazards, needle removal, and other special projects.
  • Operate an agency telephone. Must be able to answer and respond to all calls from partners and supervisors quickly and in a respectful manner.
  • Pickup of large amounts of cardboard, garbage or debris at designated or assigned locations in the Portland area.
  • Dispose of all material cleaned/picked up at the Metro dump.
  • Track all clean-up/removal activities on a daily basis.
  • Report any and all unusual incidents that involve individuals whom employees come in contact with to a supervisor.
  • Adhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and to CCC policies and agreements regarding confidentiality, privacy, and security. Support compliance with all privacy and security requirements pursuant to community
  • partners' and outside providers' patient confidentiality agreements, including privacy and security requirements for EMR access. This includes immediately reporting any breach of protected health information or personal identification information of any person receiving CCC services by CCC or an outside provider to the CCC Compliance Department, as well as to your supervisor or their designee.
  • Gather, edit, and refine program boilerplates and impact data. Help to keep files organized and updated.
  • Adhere to all CCC policies, procedures, and guidelines.
  • Attend all required meetings and trainings.
  • Perform related duties as assigned, within the scope of the role.
