Temple University's Purchasing Department is searching for a Procurement Manager, Information Technology!

Salary Range:$60,000-$65,000

Position Summary
Reporting to the Senior Director of Purchasing, the Procurement Manager, Information Technology, is responsible for the bid process for all software applications, reviewing software for ADA compliance, conducting and assisting with negotiations when required, and ensuring the best price value.

While working closely with the Information Technology Services department and senior management, the Procurement Manager, Information Technology is responsible for coordinating, developing, and managing the University's software content for selected university installations, complying with the established policies and procedures, working with the Strategic Sourcing department to ensure the best value and evaluating and coordinating departmental software requests. In addition, the incumbent manages the software site licensing program and makes recommendations to improve the program, as necessary, and is responsible for the evaluation, selection, and operation of selected software. Perform other duties as assigned.

Job Details
* This position requires the following background checks: Will have access or control over financial transactions for the University or have access to Personally Identifiable Information (PII).
* This position is hybrid, and requires the candidate to be in-office 1 day a week and that day rotates each month, and there is also 1 all-in day each month for team meetings, and though not frequently the incumbent will need to be on-site additional days.

Required Education and Experience
* Bachelor's degree
* At least four (4) years of Professional Procurement experience.
* An equivalent combination of education and experience may be considered.
* Demonstrated negotiation skills.
* Demonstrated experience managing the bid process.
* Demonstrated knowledge of software and computer hardware including experience purchasing such products.
* Demonstrated experience managing the timely renewal of software licenses.
* Experience supervising staff.

Preferred Education and Experience
* At least two (2) years of IT Contract Administration experience.
* Familiarity with e-procurement/e-sourcing systems, and ERP systems (such as Banner, Jaggaer).
* Knowledge of issues involved in purchasing Microsoft and Oracle products, as well as other popular software titles.
* Experience interacting with and supporting internal customers in a university setting.
* A working knowledge of the Temple University Purchasing policies.

Required Skills and Abilities
* Ability to conduct a yearly enterprise license true-up.
* Ability to handle multiple priorities simultaneously in an efficient manner, often within a short timeline, strong analytical and planning skills.
* Demonstrated ability to devise and analyze various options in meeting the University's software needs and to present well-reasoned and communicated recommendations to senior management.
* Computer experience including office software tools such as the Microsoft Office suite including Sharepoint.
* Knowledge of procurement best practices and techniques.
* Excellent oral, verbal, and written communication skills.
* Ability to interact with others within and outside the University for the exchange of information.
* Demonstrated experience in problem solving and using independent judgment.

This position is assigned a hybrid work arrangement (on-campus and remote), the duration of this hybrid work arrangement is at the discretion of Temple University and the Department.
