Job Title: Facilities Specialist
Department: Parks and Recreation, Business Services Division
Classification: Non-Exempt

Hiring Range: $35.92/hour -$40.42/hour
Salary Range: $35.92/hour -$53.89/hour

Position Summary: The Facilities Specialist is a highly skilled technician responsible for maintaining, diagnosing, and repairing equipment, systems, and infrastructure across multiple Parks, Recreation, Arts, and Golf facilities. This role requires specialized technical knowledge, certifications, and/or licenses in electrical, mechanical, controls, and industrial refrigeration systems. The position reports to the Facilities Manager.

Supervision Exercised and Received: Works under the direct supervision of the Facilities Manager.

Essential Job Functions:

Electrical Work

  • Installs, programs, troubleshoots, and repairs a wide range of control systems, including DDC Building Management, Lighting, Refrigeration Plant Controls, PLCs, Distributed Audio, Power Quality Monitoring, heavy equipment/Zamboni controls, and other facility systems.

  • Works with 3-phase, 480V equipment, transformers, switchgear, motor control centers, and standard power distribution components.

  • Installs, programs, and repairs electro-mechanical devices such as motors, starters, compressors, pumps, refrigeration and chemical controls, valves, transducers, meters, sensors, relays, lighting circuits, alarms, access control devices, and other facility-related components.

  • Calibrates and standardizes sensitive electronic equipment including pressure transmitters, ammonia and gas detection units, chemical feeders, oxygen concentrators, ozone generators, and other facilities management instruments.

  • Uses specialized tools including Megger testers, scopes, power quality monitors, tachometers, volt-ohm meters, gas calibration equipment, combustion analyzers, IR detectors, shaft alignment systems, desoldering tools, conduit benders, and other shop equipment.

  • Maintains integrity and functionality of plant and facility safety systems.

  • Leads, interprets, and creates wiring diagrams and schematics as needed.

Specialized Technical Responsibilities

  • Performs diagnostic, maintenance, and repair work across five (5) Parks, Recreation, Arts, and Golf facilities, ensuring alignment with organizational values and mission.

  • Applies specialized skills and certifications in one or more areas, including:

  • Mechanical or electrical engineering degrees or applied physics

  • Journeyman's or Master's electrical licenses

  • Low voltage electrical and controls work, ladder logic, controls programming, or board-level repair

  • Industrial ammonia refrigeration, including overhauling reciprocating compressors

Commercial and Industrial Refrigeration Systems, HVAC

  • Maintains Ammonia Refrigeration Plants with tasks up to and including major overhauls of Vilter reciprocating compressors. Employee will receive training if not otherwise qualified.

  • Repairs/Maintains commercial kitchen and refrigeration equipment.

  • Repairs/Maintains Commercial HVAC systems, including but not limited to preventative maintenance tasks, filter replacement, fan/bearing repairs, electrical control and motor troubleshooting, and repair, etc.

  • Utilizes specialized refrigeration tools and equipment such as ammonia monitors, manifold gage sets, vacuum pumps, leak detectors, refrigerant recovery units, SCBA, harmonic tensioners, torque wrenches, load-cells, etc.

  • Reads refrigeration schematics as required.

Mechanical

  • Troubleshoots/repairs/modifies/upgrades a wide variety of machinery including but not limited to air compressors, steam generators, regenerative blowers, ozone generators, scrubbers, vacuums, ice edgers, Zambonis, pressure washers, exercise equipment, HVAC equipment, refrigeration equipment, combustion burners, rotary compressors and blowers, gate operators, dampers/actuators, de-humidification equipment, man-lifts, tractors, trailers, hoists, lifts etc.

  • Utilizes specialized tools and equipment related to mechanical specialties such as gear pullers, bearing presses, arbor presses, hydraulic presses, torque wrenches, impact wrenches, etc.

Machinist/Shop

  • Operates Engine Lathes, Vertical Milling machines, Bench Grinders, Die Grinders, Tool Post Grinders, Angle Grinders, Presses, Rotary Tables, Boring Bars, Drill Presses, Band Saws, Table Saws, Belt and Disk Sanders, Planners, Jointers, Edge Banders, Routers, Shapers, and other such machine and woodshop equipment.

  • Reads blueprints as required for machinist and fabrication work.

  • Operates welding equipment - M.I.G., Stick, Spool-gun, Oxy-Acetylene, Plasma-Arc etc.

  • Performs layout, fixturing, or other tasks as required.

  • Utilizes specialized tools and equipment such as granite surface plates, height gages, micrometers, depth micrometers, bore gages, dial indicators, vee-blocks, depth indicators, edge-finders, center finders, internal/external calipers, gage blocks/pins, post grinders, drill sharpeners, tool sharpeners, layout tools, dressing tools, hoists, reamers, broaches, etc.

Plumbing

  • Installs/Maintains/Repairs plumbing fixtures, water supply plumbing, hydronic heating systems, refrigeration plant glycol side loops, sanitary sewer systems, water softeners, boilers, pumps, zone valves, PVC plumbing systems, filtration systems, reverse osmosis systems, lift stations, check valves, flow valves, butterfly valves, ball valves, filters, etc.

  • Utilizes specialized tools and equipment including: pipe milling and trenchless pipe repair equipment, pipe taps and dies, pipe cutters, brazing torches, PEX expanders/crimpers, soldering torches, pipe benders, swaging tools, flaring tools, extractors, strap and pipe wrenches, etc.

Record Keeping and Procurement

  • Records & maintains records of all inspections and maintenance efforts on logs, bound sequential logs, electronic logs, AutoCad files, blueprints, O&Ms, and other recording systems/devices where applicable.

  • Completes and processes work orders as required.

  • Identifies and seeks manager approval for purchases within certain parameters to procure items and/or services as necessary.

General Building Maintenance

  • Performs a variety of maintenance tasks, including carpentry (framing, finish, cabinets, Corian counters, shelves, doors, woodshop work).

  • Handles seasonal duties such as snow removal, plowing, ice dam mitigation, seasonal equipment setup, gutter cleaning, roof/pipe repairs, winterization, and safety barrier installation.

  • Completes painting projects, including surface prep, masking, cut-in, and application using brushes, rollers, and sprayers.

  • Installs, repairs, and replaces tile, including grout removal, restoration, and sealing, using specialized tools and diamond saws.

  • Performs concrete work, including mixing, cutting, finishing, polishing, staining, and stamping decorative concrete.

  • Operates heavy equipment (front-end loaders, backhoes, man lifts, tractors, dump trucks, snowblowers); CDL training provided as needed.

Safety :

  • Actively contributes to a safe work environment and public safety.

  • Completes all required safety trainings and avoids hazardous activities without proper training.

  • Specialized training may include: lockout/tagout, confined space entry, HazWopper response, shop and heavy equipment procedures, ammonia refrigeration, and others as needed.

  • Follows Standard Operating Procedures, consults SDS sheets, and uses all required Personal Protective Equipment (PPE).

  • Immediately reports and helps resolve unsafe conditions.

  • May attend additional training to acquire new skills when needed.

Minimum Qualifications:

Education: High School diploma or GED. Preferred Degrees in mechanical or electrical engineering or applied physics

Experience: Five years of experience in the mechanical trades including any combination of troubleshooting/repair and/or installation of refrigeration equipment, HVAC, Pumps, Motors, Engines, Power Transmission. Experience in the building trades including plumbing, electrical, carpentry, controls, roofing, painting, and all general construction is appropriate for this position.

Technical Knowledge: Must be proficient in the following areas: Microsoft Outlook Email, and a basic understanding of computers and online computer-based technology applications, which includes accessing web-based platforms. Additionally, employee must be very knowledgeable in the use of electrical test equipment, ohms law, and basic circuit theory.

Licenses & Certifications:Must possess a valid Colorado Driver's License or be able to obtain one within 30 days of start date. Preferred Journeyman's or Master's electrical license(s).

Required (at least one of the following): OR a demonstrable skill or experience in low voltage electrical and controls work including the knowledge of ladder logic, controls programming and/or board level repair skills, OR certifications and experience in industrial ammonia refrigeration including the proven ability to overhaul reciprocating compressors.

Other preferred Licenses: Aspen Confined Space Certification, IIAR Ammonia Operator Certifications, Pool Operations Certifications (AFO, CPO), CDL, electrical licenses.

Preferred Candidate

  • Skilled in operating machinery including engine lathes, Bridgeport vertical milling machines, hydraulic presses, rotary tables, grinders, and drill presses.

  • Experienced in welding (wire-feed), brazing, oxyacetylene cutting, metal bending/forming, and safe rivet installation.

  • Knowledgeable in plumbing systems, including Wirsbo/PEX installation and valve rebuilding.

  • Experienced with DDC controls, particularly JCI and/or Delta systems.

  • Demonstrable skill or experience in low voltage electrical and controls work, including ladder logic, controls programming, and/or board-level repair.

  • Certifications and experience in industrial ammonia refrigeration, including proven ability to overhaul reciprocating compressors.

  • Holds or is eligible for an Electrical License.

Note: Any combination of experience and education that would likely provide the required abilities, knowledge and skills as determined by the City of Aspen may be substituted for the requirements above.

Note:This position requires a drug test (to be completed at PROCOM - Glenwood Springs), a physical examination (at Grand River Health Clinic West - Parachute), and a Criminal Background Check upon hire. Employment is contingent upon passing a physical examination, a drug test and Criminal Background Check.

NOTE:This position is required to comply with state, federal and local regulations concerning Drug and Alcohol Testing procedures applicable to holders of Commercial Driver's License (CDLs) holders which includes but is not limited to: pre-employment and random drug and alcohol testing and a completed, satisfactory previous employer reference form.

Position Type and Work Hours:

* Regular full time, hours may vary with workload.

* Evenings/Weekends may be required in addition to or instead of normal hours depending on department needs and special projects.

* Special Events: May be required to work Special Events during holiday periods, such as the 4th of July parade and fireworks display.

Work Environment:

* Indoors: Office environment and public recreation facilities that will require exposure to wet, humid conditions, work near moving mechanical parts, extreme cold and extreme heat. There is also risk of electrical shock.

* Outdoors/Off-Site: Meetings, trainings, and site visits at a variety of city facilities and areas. Site visits to outdoor recreation facilities. Position will be exposed to outdoor working conditions in all types of weather.
