Chemonics seeks a billable Operations Manager for the the Global Health Supply Chain Program - Procurement and Supply Management (GHSC-PSM) project. GHSC-PSM will be the primary vehicle through which the US government will 1) procure and provide health commodities, 2) provide system support to improve partner countries' management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. The Operations Manager collaborates with the GHSC-PSM headquarters (HQ) Operations Director and members of the Leadership Team in the efficient and effective operations of GHSC-PSM HQ activities, consistent with sound management principles and Chemonics' policies and standards.
Principal Duties and Responsibilities (Essential Functions):

*Collaborates with GHSC-PSM HQ teams to prepare and review time-sensitive client correspondence, approval requests, technical and financial reports, presentations, responses to data calls, and other documents.
*Manages recruitment and onboarding of new staff, coordinates formal annual performance assessment process for current staff, and provides personnel support across teams.
*Manages GHSC-PSM HQ subcontracts and vendors and collaborates with internal teams to oversee GHSC-PSM HQ consortium partner resourcing.
*Plans, coordinates, and manages a variety of GHSC-PSM HQ activities, including internal staff meetings and meetings with clients or external partners.
*Manages and maintains information flows within the GHSC-PSM HQ team to foster a culture of transparency and information sharing.
*Develops and periodically reviews GHSC-PSM HQ operating practices and implements improvements where necessary.
*Contributes to GHSC-PSM HQ records management initiatives and IT management practices consistent with Chemonics' policies and standards and USG regulations.
*Leads in problem solving and responds immediately to crisis situations, developing solutions that meet client needs. Interprets data and develops strategies to achieve targets and anticipate changes.
*Liaises with Chemonics corporate teams to reinforce and resolve all aspects of program operations.
*Fosters and demonstrates a workplace inclusive of creating opportunity, serving others, building trust, innovation, and exceeding expectations.
*Serves as acting HQ Operations Director, as needed.
*Performs other duties as required.
Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The requirements below represent the knowledge, skills, and/or abilities required.
*Minimum three years of international development and/or technically relevant work experience.
*Bachelor's degree required, Masters preferred.
*Demonstrated ability to communicate clearly and concisely orally and in writing.
*Strong administrative skills, word processing abilities, knowledge of MS Office applications, and attention to detail, ability to manage multiple competing priorities at once, excellent customer service skills.
*Ability to lead effective meetings and demonstrated presentation skills.
*Ability to solve complex technical, managerial or operational problems and evaluate options based on relevant information, resources, well-rounded experience, and knowledge.
*Ability to work independently and as part of a team.
*Strong organizational and work prioritization skills.
*Supervisory experience preferred.
*Previous GHSC-PSM experience preferred.
