The UCPath Center is the University of California's shared services center in Riverside, CA. The UCPath Center manages the payroll, benefits, and other human resources transactions for more than 230,000 UC employees working across ten UC campuses, six medical centers, three national labs and more. POSITION SUMMARY

Uses skills as a seasoned, experienced payroll professional with a full understanding of industry practices and organizational policies and procedures. Works on complex payroll problems where analysis of situations or data requires a review of a variety of factors. Exercises judgment in selecting methods and techniques for obtaining solutions. Utilizes contacts within the payroll office and across the organization. Strong understanding of WFA and Payroll modules for system impacts.

Key Responsibilities

  • 50% Applies payroll concepts to perform complex analysis regarding pay processing adjustments, including retroactive pay, tax withholding, and overpayments. Documents payroll processes and procedures. Updates internal documents to ensure all processes are aligned and current. Provides analysis for complex payroll projects, such as verifying tax treaty forms, resolving nonresident alien payroll issues, and various State and Federal regulations. Other complex matters include identifying mid-year residency status changes for non-resident alien employees, in depth review of interface error logs, and analyzing and monitoring audit reports during the year which include but not limited to: FICA data and income codes. Manages/completes the 1042-S year end process for all UC non-resident aliens.
  • 20% Coordinates, trains, and advises payroll staff and external partner administrators on interorganizational payroll processes with non-resident aliens. Provides training to payroll processors and human resource staff on payroll topics such as imputed income for non-resident aliens for post-doc fellows and post-doc paid directs. Works closely with IT to help resolve issues and trends with the GLACIER interface. Handles and completes testings and projects throughout the year.
  • 20% Provides daily assistance and support as a Lead to all areas of the team when needed. Provides internal training to new team members. Works closely with supervisor, managers, LT, IT and external partners to ensure all parties are aligned before any changes are made to processes. Reviews processes and finds ways to streamline where needed. Collaborates with other work streams to resolve system defects that impact our team. Handles and completes 1042-S year end process. Attends year-end meetings to ensure all processes are completed in a timely manner. This includes working with locations and GLACIER administrators with any year-end processing. Conducts testing and uploading the 1042-S data into GLACIER.
  • 10% Supports the creation of 1042-S; Processes 1042-S corrections. Provides assistance and support to team members and new hires to ensure tools/resources and proper access to systems. Engages in cross collaboration and teamwork with work groups across Production. Responsible for updating operations alignment decks with process changes. Supports all NRA activities and act as subject matter expert and responds timely to NRA related issues, questions, trends. Communicates to team members of any incoming issues that affect NRA data to maintain compliance.

  • Min 5 years directly related experience or equivalent combination of education and experience.

  • Thorough knowledge of all payroll processes, policies, nonresident alien rules and regulations and procedures; knowledge of organization-specific computer application programs.
  • Thorough knowledge of organizational processes, procedures, and possesses a strong understanding of organizational rules and regulations.
  • Act as SME with regards to training in all non-resident alien activities.
  • Strong judgment and decision-making skills; verbal, written and active listening communication skills.
  • Uses strong interpersonal and service orientation skills in interactions with customers and colleagues.
  • Excellent organizational skills and ability to multi-task.
  • Problem solving, problem identification, reasoning skills and ability to develop original ideas to solve problems.
  • Complete analysis and maintain updates on all compliance controls.
  • Strong mathematical skills.

Preferred Qualifications

  • Minimum of 4 years of Payroll experience.

  • Bachelor's degree in human resources, finance, business or related field and / or equivalent experience / training.

SALARY AND BENEFITS

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.

ADDITIONAL INFORMATION

This position will work a hybrid schedule which includes a combination of working both onsite at UCPath in Riverside and remote in California.
