$153,453 - $166,390 DOE
Work Days: 235 NW REGIONAL ESD'S MISSION STATEMENT: In Partnership with the communities we serve, Northwest Regional ESD improves student learning by providing equitable access to high quality services and support.

GENERAL DESCRIPTION:
The Executive Director of Instructional Services at NWRESD is the chief administrator for all
Kindergarten through High School instructional services programming and leads the Senior
Leadership Team for the Instructional Services Department. The Executive Director supervises
several Directors of Instruction in the implementation of instructional programs that serve
twenty districts across four counties. Current programs include, but are not limited to:
Professional Learning, Early Literacy, Migrant and Title III Education, Regional Educator
Networks, Oregon Response to Instruction and Intervention, and Attendance Services.
The Executive Director also leads our Integrated Programs work to support districts with
technical assistance for Oregon Department of Education (ODE) grant applications, implementation, and reporting.

The Executive Director is an anti-racist agency-wide leader responsible for program vision,
administration, standards, monitoring, accountability, and reporting within the mission and
vision of the NWRESD. As a member of the Superintendent's Cabinet, the Executive Director will
ensure high levels of collaboration amongst and between departments, effectively communicate
with staff, educators, and school district stakeholders, and ensure program resources and
improvement efforts are aligned to meet the commitments established in the Board-adopted
Strategic Plan.

QUALIFICATIONS: To perform this job successfully,an individual must be able to perform each
essential duty satisfactorily. The requirements listed below are representative of the knowledge,

1. Master's Degree in Education Leadership or related field, required.
2. Valid Oregon Professional Administrative License required OR ability to obtain a license by July 1, 2026.
3. Minimum of 5 (five) years of successful experience managing people, programs, and services in the field of K-12 education

KNOWLEDGE, SKILLS, & ABILITIES:
1. Extensive knowledge of best practices and developing trends, policies, and practices in K-12 education with a specifi c focus on curriculum and instruction.
2. Demonstrate a commitment to diversity, equity, inclusion, and belonging through continuous development, modeling inclusive behaviors, and proactively managing bias
3. Ability to exhibit professionalism and effective human relations
4. Confer regularly with immediate supervisor
5. Proficient in the use of computer and internet-based applications, including but not limited to email, internet software, Google Suite, and word processing (MS Word
ESSENTIAL FUNCTIONS: Include the following. Performs some or all of the

A. Lead and oversee the Instructional Services Department for NWRESD. This includes but
is not limited to:

a. Technical assistance to the region's 20 school districts on their Student Investment Accounts, Integrated Programs, school improvement efforts, and teaching and learning
b. Networks of educators across 20 school districts participating in professional learning in the following areas: 9th Grade Success Network, Behavior, Attendance, Social Emotional Learning, K-5 Reading, Instructional Coaching, Mentoring and other instructional needs as identifi ed by component districts
c. Title III
d. School Safety and Prevention
e. Migrant Education
f. Attendance Services
g. Grant writing and development
h. Instructional Rounds and Learning Walks

B. Directly supervise and support directors and program administrators across multiple teams and a current staff of approximately 70.
C. Lead coordination efforts across all instructional services programs listed under A.
D. Convene Curriculum and Instruction Directors across the 4-county region and work with Superintendents to drive instructional improvement across the region for students.
E. Lead the Instructional Services Leadership team to set a vision for the department and continuous improvement planning for services to our 20 districts based on stakeholder input and feedback.
F. Oversee all aspects of the budget across multiple funding sources and grants to ensure fi scal integrity and alignment with the NWRESD strategic goals and priorities.
G. Leverage existing and potential resources through grant solicitation.
H. Articulate the NWRESD's mission, instructional philosophy, and curriculum implementation strategies to the community and solicit its support in realizing the district's mission.
