Introduction

Loudoun County Fire and Rescue (LCFR) is a combination career/volunteer organization comprised of approximately 848 employees and 800+ active operational and administrative volunteers. The Department is a growing organization that serves a large and diverse population located approximately 30 miles northwest of Washington, DC. We provide a full range of emergency and non-emergency services for 440,000 residents within a 520 square mile area. Additional information about the Department can be found at www.loudoun.gov/fire. Job Summary

Under the general direction of the designated supervisor, supervises call taking and dispatch operations over assigned area(s). Oversees, monitors, and evaluates the daily activities of emergency communications staff; allocates resources to meet demands; schedules staff to meet service demands; oversees and supervises squad operations during complex incidents; operates radio, Computer Aided Dispatch (CAD), and telephone in accordance with legal procedures and Department policies; ensures 911 calls are answered in a timely manner; interfaces with other departments as needed; and responds to Freedom of Information Act (FOIA) or other legal record requests.

ESSENTIAL JOB FUNCTIONS
* Maintains thorough knowledge of Division procedures, operations, and policies; reviews standard operating procedures (SOPs), General Orders, and the Training Manual; and participates in scheduled training to maintain the knowledge and skills associated with the job.
* Completes daily logs; ensures that pertinent information has been received from previous shift; and passes on pertinent information to the relieving shift.
* Oversees, monitors, and evaluates the daily activities and performance of assigned employees.
* Supervises squad operations during complex incidents and provides supervision and scheduling of personnel in the ECC; communicates effectively with all personnel.
* Uses information and communication technology tools and resources in Department.

ILLUSTRATIVE JOB TASKS
May perform the following depending on assigned department:
* Ensures all 911 calls are answered in a timely manner and routed to the appropriate jurisdiction; in addition, also receives calls for service from the public and determines urgency of the call; obtains information necessary to respond to the call.
* Ensures all systems are operational and coordinates with proper personnel any problems that are encountered; ensures proper operation of the VCIN/NCIC Teletype terminals.
* Ensures the overall security of the building after hours.
* Interfaces with other departments, particularly other public safety departments, Training, and senior leadership on information as needed; pulls the 911 and other tapes from the system for the FOIA request, for the courts, or other requests from the local fire stations and Battalion Chiefs for their use.
* Notifies higher level staff of items of special significance or interest.
* Addresses citizen requests during supervisor's absence.
* Trains employees and/or oversees training and ensures operational readiness.
* Tracks supplies and submits supply orders to proper personnel.
* Coordinates daily schedule; assigns and distributes personnel and resources to meet daily service demands; and ensures transfer of information between shifts.
* Operates Computer Aided Dispatch (CAD) system.
* Operates radio systems and equipment to dispatch service.
* Operates telephone system and equipment to dispatch service.
* Manages staff performance in accordance with County and Human Resources (HR) polices; provides regular feedback and counseling; completes appraisals of performance; ensures staff adhere to all applicable policies and procedures of the Department and of the County; ensures staff is trained and certifications are current; and advises supervisor of challenges with staffing, workload, or performance.
* Reviews timesheets for accuracy; approves/denies leave requests.


Minimum Qualifications

High School diploma or equivalent; five (5) years of experience working in a public safety communications center; includes three (3) years of experience as a Public Safety Telecommunicator; prefer one (1) year of experience as an Assistant Supervisor with Loudoun County.

Satisfactory completion and maintenance of all required training and certifications of the Public Safety Telecommunicator.


Job Contingencies and Special Requirements

Must successfully complete a criminal, fingerprinting, and DMV background investigation prior to employment. Satisfactory completion and maintenance of all required training and certifications of the Public Safety Telecommunicator. APCO Public Safety Telecommunicator or equivalent, APCO Communications Training Officer (CTO), APCO Communications Center Supervisor (CCS). Virginia Criminal Information Network (VCIN) NCIC Limited Access; Emergency Medical Dispatch (EMD), Emergency Fire Dispatch (EFD), and Emergency Police Dispatch (EPD) (EPD requirement effective January 1, 2024).

Valid driver's license and good driving record when required for job-related duties (driving records may be reviewed annually for continued qualification depending on assigned department).
