Allegheny Science & Technology (AST) is seeking a highly capable Project Manager to support a Department of Commerce (DOC) National Institute of Standards and Technology (NIST) project. The ideal candidate offers a significant background in managing multiple projects across different customers and can fashion and direct integrated and enterprise-oriented solutions to further common business, and business process solutions that cut across multiple organizations.

The successful Project Manager will have demonstrated experience and ability to:



  • Lead cross-functional program delivery: Develop and manage program plans, coordinate dependencies, and facilitate forums that drive progress, accountability, and visibility across teams.
  • Measure impact and ensure transparency: Define success metrics, create dashboards, and implement models that promote clarity, predictability, and data-informed decision-making.
  • Champion continuous improvement: Use qualitative insights to identify bottlenecks, optimize delivery systems, and streamline how teams execute.
  • Enable change and operational excellence: Empower teams to adopt new processes and behaviors, driving sustainable change and embedding a culture of accountability and efficiency.


Duties and Responsibilities:



  • Plans, directs, and coordinates project activities to ensure that project objectives are accomplished within prescribed time frame and funding parameters.
  • Reviews project proposal or plan to determine time frame, funding limitations, procedures for accomplishing project, staffing requirements, and allotment of available resources to various phases of project.
  • Establishes work plan and staffing for each phase of project; and arranges for recruitment or assignment of project personnel.
  • Confers with project staff to outline work plan and to assign duties, responsibilities, and scope of authority.
  • Manages and coordinates activities of project personnel to ensure project progresses on schedule and within prescribed budget.
  • Reviews status reports prepared by project personnel and modifies schedule or plans as required. Prepares project reports for organization.
  • Confers with project personnel to provide technical advice and resolve problems.


Required Qualifications:



  • Bachelor's Degree, 8 years of experience - additional years of experience or post-graduate degrees may be substituted for education or experience requirements.
  • 5+ years of strategic delivery, transformation, or change management roles and/or 5+ years of program or project management experience with proven results driving large-scale, cross-functional initiatives.
  • Demonstrated ability to translate strategy into actionable plans and measurable outcomes.
  • Strong analytical skills with experience using data and metrics to drive continuous improvement.
  • Exceptional communication, storytelling and influencing skills.
  • Experience building dashboards, frameworks, or operating systems that improve visibility and decision-making.
  • Familiarity with Jira, Confluence, and other project management tools.
  • Basic level of experience with low code programming (e.g. MS PowerApps) or willingness to learn.
  • Experience working in federal government contracting environment and strong understanding of federal regulations (including FAR, DFARS, etc).
  • A well-credentialed PM typically holds 1-2 core credentials plus 1-2 specialization credentials aligned to the mission. Desired mission aligned credentials may include:


    • Project Management Professional (PMP) - PMI
    • Program Management Professional (PgMP) - PMI
    • PMI-ACP (Agile Certified Practitioner)
    • SAFe Agilist (SA) or SAFe Program Consultant (SPC)
    • PMI Professional in Business Analysis (PMI-PBA)
    • Certified Analytics Professional (CAP)
    • Lean Six Sigma Green Belt or Black Belt
    • ITIL 4 Managing Professional (or Foundation)
    • Prosci Change Management Practitioner
    • Certified Change Management Professional (CCMP)

  • U.S. Citizenship is required.

These include, but are not limited to, relevant work experience, skills, certifications, and competencies that align with the specific role, geographic location, educational background, and contract provisions related to labor categories specific to the position. We are committed to offering a competitive compensation package that reflects the value and expertise that each candidate brings to our team.

The pay range for this position based on full-time employment is $130,000 - $170,000.
