Job Summary The Human Resources Director provides strategic and operational leadership for human resources functions at Scottsdale Community College, ensuring consistent, compliant, and effective people practices across the institution. This role oversees HR operations, systems, and processes that foster a positive employee experience and support the College in fulfilling its educational mission within a supportive, learning-centered environment. The Director models servant leadership, leads through collaboration, and identifies operational opportunities that result in scalable and sustainable improvements. Serving as a trusted advisor, the Human Resources Director provides expert consultation on employee relations, performance management, organizational planning, and regulatory compliance. The role leads and develops a dedicated HR team committed to service excellence and continuous learning, while guiding the College through complex and sensitive workforce matters with professionalism and integrity. Through strong leadership and the continuous enhancement of HR policies, practices, and services, the Director helps cultivate a caring campus that values learning, excellence, and service-and supports the success of students, employees, and the broader community. Essential Functions Human Resources Program Leadership & Operations Management - 40% Provide leadership and direction for HR programs, including employee relations, leaves, ADA, benefits, recruitment, classification/compensation, payroll, and position management. Oversee the College's HR office, supervising, training, and evaluating full- and part-time HR staff, assigning work, and managing the department budget. Serve as liaison between the District and College on HR matters and participate in district-wide HR leadership groups. Ensure compliance with federal/state regulations, District policies, and HR best practices in all personnel-related processes. Develop, analyze, and report HR data including staffing levels, budget utilization, HR trends, and operational indicators. Provide data-driven recommendations to support decision-making and strategic goals. Ensure accurate maintenance and security of HR data and confidential employee records. Develop and deliver College HR training, while coordinating opportunities for District-provided professional development. Evaluate HR operations and identify opportunities for process improvements and enhanced service delivery. Strategic HR Consultation & Partnership - 35% Serve as a consultant and strategic partner to College leadership, including the President, Vice Presidents, Associate Vice Presidents, Deans, and department leaders. Provide expert guidance on HR policies, procedures, organizational planning, employee relations, performance management, and policy interpretation. Partner with managers and supervisors to ensure alignment with District policies, College procedures, and institutional strategic goals. Address complex and sensitive human resources matters, offering sound professional judgment. Strengthen relationships with external organizations and other colleges to support HR operations and collaboration. Participate in key college committees such as President's Cabinet, Leadership Team, SPARC, Strategic Planning Committee, College Budget Advisory Council, and College Compliance Committee. Serve as advisor to groups such as the College Inclusivity Council and Employee Engagement Council. Participate in and contribute to district-led committees and strategic initiatives. Employee Relations, Corrective Action & Performance Management - 20% Provide guidance on corrective action, grievances, workplace disputes, and employee conduct issues. Lead and support investigations involving employee concerns, discipline, or workplace conflicts. Advise managers, faculty, and staff on employee relations practices and performance improvement strategies. Support employee development initiatives and ensure effective implementation of performance management processes. Maintain confidential employee records in alignment with legal and District standards. Other Duties as Assigned - 5% Perform additional responsibilities as needed to support the effective functioning of the College and Human Resources operations. Minimum Qualifications Bachelor's degree from a regionally accredited institution and six (6) years of work experience in human resources which includes at least two (2) years of experience in a supervisory or management role. OR An equivalent combination of education and/or work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.
