Reports to the AOS Site Lead and serves as the on-site authority for all training, qualification, and competency management functions supporting the Aircraft Operations Support (AOS) task area at NASA Armstrong Flight Research Center (AFRC). Responsible for developing, implementing, and maintaining training programs to ensure that all Yulista and subcontractor personnel performing aircraft maintenance, inspection, and support activities are properly qualified, certified, and documented. The Training Manager ensures compliance with NASA, FAA, and AS9100/9110 requirements while promoting continuous professional development across the workforce.
Training Program Management
Establish, document, and maintain a Training Plan covering all AOS personnel, ensuring compliance with PWS and NASA safety and technical standards.
Coordinate initial, recurrent, and refresher training for mechanics, inspectors, QA, safety, and support personnel.

Safety & Environmental Training
Work with the EHS Coordinator to ensure all personnel complete mandatory safety and environmental compliance training (confined space, fall protection, lockout/tagout, hazardous materials handling, etc.).

Supervisory Responsibilities
- Supervises Training Specialists and Technical Instructors assigned to the AOS Task Order.
- Coordinates with the Maintenance Manager, QA Manager, and EHS Coordinator to ensure each department's training needs are satisfied and documented.
- Exercises authority over curriculum development, training delivery, and qualification tracking for all Yulista and subcontractor employees performing AOS work.
Desired Knowledge, Skills & Abilities
- In-depth understanding of aircraft maintenance training, technical documentation, and qualification management within aerospace or military environments.
- Knowledge of AS9100/9110, FAA Part 145/65, and NASA technical training standards.
- Strong organizational skills with the ability to manage multiple concurrent training initiatives.
- Excellent communication, presentation, and instructional design skills.
- Proficiency in Microsoft Office, Learning Management Systems (LMS), and recordkeeping software.
- Ability to coordinate across multidisciplinary teams and maintain compliance with evolving NASA and FAA standards.
- Analytical and problem-solving abilities to assess training gaps and performance deficiencies.
- Education: Bachelor's degree in Aviation, Education, Human Resources Development, or related technical discipline; equivalent military or professional experience accepted.
- Experience: Minimum 7 years of experience in training management or aircraft maintenance training, with at least 3 years in a supervisory or lead instructor role.
- Certification: Level B Technical Instructor certification under NASA-STD-8739.6, or equivalent.
- FAA A&P certificate or military equivalent preferred.
- Knowledge: Familiarity with AS9100/9110, NASA-STD-8739 series, and 14 CFR training and qualification standards.
- Security: Must be a U.S. Citizen and able to obtain and maintain a Secret clearance.
- Other: Must pass background and drug screening; prior experience with NASA or DoD aviation programs preferred.
- A fast paced multi-tasking customer service oriented environment requiring a high degree of efficient and effective performance.
- Adaptability regarding schedule and task changes is necessary to accommodate changing priorities.
- Overtime may be required.
