A Day In The Life
The Manager, HR is responsible for leading the HR and talent acquisition functions for USAL, ensuring effective talent attraction, associate engagement, business partnership, and compliance with federal and state employment and transportation regulations across the organization. This role oversees two direct reports and serves as a key partner to business leaders and the Director of HR, providing strategic guidance and operational leadership to support workforce needs and HR initiatives. They also partner with leadership and the TFG Organizational Development team to drive workforce planning, training, engagement and retention initiatives aligned with business goals, while demonstrating consistent commitment to Our Values.

As a Manager, Human Resources you will:

  • Lead, mentor, and develop the HR team, including the HR Consultant and Talent Acquisition Advisor, to ensure effective delivery of HR services.
  • Manage and lead talent acquisition, employee relations, Leave of Absence (LOA) and compliance programs within Houston and across USAL's other terminal locations
  • Manage and deliver data-driven organizational insights in support of day-to-day operations and future planning
  • In partnership with the Safety team, ensure compliance with all DOT, FMCSA, and federal/state employment regulations, including driver qualification, hours-of-service, and drug/alcohol testing requirements.
  • Develop, implement, and maintain HR policies, procedures, and programs that promote consistency, compliance, and employee engagement.
  • Advise management on employee relations issues, performance management, and disciplinary actions while maintaining confidentiality and fairness.
  • Manage compensation, benefits, and payroll processes in partnership with finance and TFG Payroll to ensure accuracy and compliance.
  • Support leadership with workforce planning, organizational structure, and succession planning initiatives.
  • Coordinate training and development programs to promote safety, compliance, and professional growth across all departments.
  • Maintain accurate and compliant employee and driver records, ensuring readiness for audits and regulatory reviews.
  • Conduct and oversee workplace investigations and ensure appropriate resolution of employee concerns or grievances.
  • Demonstrate expert knowledge of Title VII, ADA and EEOC Laws to assist the assigned locations in reaching their business goals
  • Responsibilities also include sponsoring, managing, coordinating, and supporting project and process improvement teams, and participating in and/or supporting project teams sponsored by other management team members

What We Need From You

  • Bachelor's degree from an accredited four-year college or university in Human Resources, Business Administration, Organizational Development, Psychology, or a related field, along with 5-8 years of progressive Human Resources experience with a strong emphasis on employee relations and talent acquisition, or an equivalent combination of education and experience.
  • Solid competencies in the use of Human Resources management systems
  • Travel requirement for this position will be 20-30% travel in assigned region.
  • Demonstrate initiative, leadership and interpersonal influence.
  • Demonstrate knowledge of current federal, state, and local laws and regulations
  • Demonstrate well rounded communication skills including excellent writing, presentation, discussion, interviewing, coaching, counseling and team interaction skills.
  • Possess a strong process orientation to review and revise HR processes. Ability to research and analyze data pertaining to HR processes and establish efficient and streamlined tracking mediums for measurement and/or compliance.
  • Demonstrate an orientation toward process management, shared services, and accountability and values based culture.
  • Demonstrate ability to facilitate work through others, work under pressure, meet deadlines and prioritize work.
  • Ability to quickly adapt to, promote, manage and support change.
  • Demonstrate ability to lead full life-cycle recruitment and employee relations.
  • PHR or SHRM-CP Professional Human Resources (PHR) preferred

Physical and Environmental RequirementsThe physical requirements described here are representative of those that must be met by an associate to successfully perform the essential functions of the job. While performing the duties of the job, the associate is required on a daily basis to analyze and interpret data, communicate, and remain in a stationary position for a significant amount of the work day and frequently access, input, and retrieve information from the computer and other office productivity devices. The associate is regularly required to move about the office and around the corporate campus. The associate must frequently move up to 10 pounds and occasionally move up to 25 pounds.

Travel Requirements

Minimal travel is required for this position (up to 30% of the time and on a domestic basis).
