Job Overview
The candidate will directly support the Chief Financial Officer in support of program finance. This position is responsible for annual budgeting for multiple limited liability companies, developing estimates-at-completion on large/ complex programs, developing indirect rates and service center pools, and responsible for overseeing revenue recognition monthly. Candidate will be responsible for understanding budget versus actuals at the income statement and program level, explaining variances, overseeing risks and ensuring they are captured and recorded in compliance with GAAP and FAR, tracking unbilled receivables, and communicating these results to P&L leadership and executive management. Candidate will have deep knowledge of Government contracting and Federal Acquisition Regulations. Ideal candidate must possess experience with Oracle or similar platforms designed for Government contracting. Work Model: Hybrid
Responsibilities
Essential Duties & Job Functions:
- Work directly with entity Presidents and General Managers to develop transition plans for new awards and recompetes focused on maximizing profits and managing cash flow requirements for start-up investments.
- Developing estimates-to-complete in conjunction with program managers and identifying opportunities to increase gross margins using techniques such as greening, strategic sourcing, task order pricing, and fixed price cost controls.
- Serve as primary interface between the subsidiary contracts and Chief Financial Officer.
- Through financial analysis, identify trends in contract costs and/or profits in order to maximize profits and cash flow.
- Provide exceptional customer service to both internal and external customers.
- Provide Planning Analytics support to operations and subsidiary presidents.
- Assist in the preparation of annual, mid-year and monthly forecasts for CGS, LLC subsidiary budgets.
- Review future work budget from CRM and ensure project set-up is accurate and timely.
- Support DCAA audit requests.
- Provide technical direction, guidance and ongoing support to contract site finance staff.
- Provide technical direction, guidance and ongoing support to CGS Finance Staff.
- Gather and provide cost information to Business Development as needed.
- Conduct site visits and compliance audits for contract site accounting locations.
- Special Projects as assigned.
Supervisory Responsibilities:
- Position may evolve into oversight of staff.
Accountble For:
- Project control experience, financial analysis, budget development, estimates-to-complete, and varying revenue recognition methodologies to include fixed price, cost reimbursable, time & materials, and variants of each.
- General knowledge of financial statements
- Knowledge and experience in invoicing and unbilled receivables.
- Demonstrating knowledge of general accounting practices (GAAP).
- Knowledge and/or experience with FAR.
- Exceptional leadership qualities.
- Exceptional problem-solving experience.
- Knowledge of best practices in all functional areas of responsibility. Knowledge of and experience with governmental contracts.
- Proven increasingly responsible finance and team leadership in a technically demanding environment.
- Operational experience within a company having multiple locations, subsidiaries and divisions.
- Ability to interact independently with senior management team and communicate with all levels of management.
- Proven flexibility with changing priorities and tight deadlines, demonstrated ability to analyze and solve problems while multi-tasking.
- Demonstrated ability to work collaboratively across various organizational levels and lead without direct supervisory responsibility.
- Strong persuasive communication skills, both verbal and written.
- Detail-oriented with a balance of strategic perspective.
- Advanced skills in Excel and PowerPoint.
Job Requirements
Mandatory:
- Bachelor's degree in Accounting or Finance and minimally ten (10) years of progressively responsible accounting experience.
- In depth knowledge of government contracting laws, rules, and regulations including the Federal Acquisition Regulations, (FAR) and Defense Federal Acquisition Regulations (DFAR), Cost Accounting Standards (CAS).
- Limited travel required.
Preferred:
- Oracle experience
- Master's degree or CPA
- Planning Analytics Tool experience
Working Conditions:

- At times, work is performed at indoor and outdoor job sites.
- Adaptability regarding schedule and design changes, and occasional overtime for immediate project, field support, or bid processing may be necessary.

- Work is typically sedentary in nature. Candidate should be able to sit for extended periods of time, stand, walk, talk, hear, and write.
- Work hours are subject to change, with weekend and/or holiday work as needed.
- Occasional travel may be required.
