Location Services Data Analyst

FT - Remote Position

Monday - Friday

Flexible on schedule to attend any emergencies after hours and over the weekend.

Position Summary

The NG9-1-1 Location Services Data Analyst supports the implementation, maintenance, and quality assurance of location data critical to Next Generation 9-1-1 (NG9-1-1) systems. This role works closely with GIS teams, PSAPs, local addressing authorities, and NG9-1-1 service providers to ensure accurate, standardized, and reliable location information for emergency call routing and response.

The analyst plays a key role in validating GIS datasets, supporting Location Validation Functions (LVF), managing data quality metrics, and assisting jurisdictions in meeting NG9-1-1 data readiness requirements.

Key Responsibilities

Location Data & GIS Analysis



  • Analyze, validate, and maintain NG9-1-1 location datasets, including road centerlines, site/structure address points, and emergency service boundaries
  • Perform spatial and attribute quality checks to ensure compliance with state and national NG9-1-1 data standards
  • Identify, document, and resolve data discrepancies impacting call routing and location validation


NG9-1-1 System Support



  • Support Location Validation Function (LVF) and Emergency Call Routing Function (ECRF) processes
  • Assist with onboarding and certification of local GIS data into NG9-1-1 systems
  • Collaborate with vendors and internal teams during system testing, upgrades, and transitions


Stakeholder Collaboration



  • Coordinate with counties, municipalities, PSAPs, and regional GIS partners on data corrections and updates
  • Provide technical guidance and documentation to local data stewards
  • Translate technical GIS and location data concepts into clear, actionable information for non-technical stakeholders


Data Governance & Reporting



  • Track data quality metrics, readiness status, and remediation efforts
  • Maintain documentation, workflows, and standard operating procedures
  • Produce reports, dashboards, and summaries for project leadership and external partners


Preferred Qualifications



  • Experience supporting NG9-1-1 initiatives or public safety GIS
  • Familiarity with NENA NG9-1-1 GIS Data Model and standards
  • Experience with LVF/ECRF concepts or NG9-1-1 call routing workflows
  • SQL, Python, or scripting experience for data validation and automation
  • Experience working with state or local government agencies
