Job Description

Johnson County Wastewater (JCW) is responsible for the safe collection, transportation and treatment of wastewater generated by our community. Our work ensures that our lakes, rivers, and streams remain free from disease-causing pathogens and pollutants that are harmful to public health and the environment. Johnson County Wastewater is looking for qualified candidates to fill the position of Assistant Chief Engineer - Integrated Planning Manager.

Job duties include:

    Lead the implementation of JCW's Integrated Plan ($3 Billion) as agreed to by the Environmental Protection Agency (EPA) and Kansas Department of Health and Environment (KDHE); Facilitates the development of JCW's Integrated Plan including: documentation of issues to be addressed in the program., documentation of existing system performance, community involvement and outreach, development of project alternatives and scheduling, measures success of projects and program, and adapts/improves the plan based on findings and needs of the County; Works with Business Strategy Director to develop financing options for implementing the plan, including information for bond sales; Provides updates on the program to the Board of County Commissioners, Environmental Protection Agency and Kansas Department of Health and Environment; Oversees development of tools to manage and report on the implementation of the program; Oversees development of JCW's 5-year Capital Improvement Plan as part of the short term strategic implementation of the Integrated Plan.
  • Oversees JCW's Advanced Asset Management Program to ensure that JCW's $3 Billion worth of wastewater system assets are properly planned, developed, funded, designed, constructed, maintained, operated, protected, replaced and monitored; Oversees development and implementation of Asset Plans including processes and procedures, software tools, training, and budgeting to manage assets through their life cycles, including: Collection Asset Management Plan, Facilities Asset Management Plan, Force Main and Low Pressure Sewer Asset Management Plans.
  • As a member of JCW's Leadership Team, assists in the development and execution of JCW's Strategic Plan; Facilitates the development of JCW's Program Management and engineering staffing structure to implement the Integrated Plan; Manages or develops Requests for Proposals, Contracts, and coordinates work activities by Program Management engineering consultants in the development and execution of the Integrated Plan.
  • Develops and set goals and initiatives for team; Establishes and monitors performance metrics associated with the integrated plan, asset management, and Strategic Planning goals; Researches and implements improvements relating to enhanced business procedures for engineering activities; Develops cross training programs for personnel; Actively coaches peers and staff; Participates as a team member as part of the Engineering, Rate Structure, Succession Planning, Knowledge Management, and Communications cross functional teams.
  • Direct supervisory responsibility for Asset Manager, AIMS Coordinator, and Project Manager; Oversees an outside consultant program management team of 50+ professional staff; Provides leadership and guidance to the Operation & Maintenance and Engineering divisions in execution of the Asset Management Program and Integrated Plan.


Job Requirements

Minimum Requirements:

Bachelor's degree in Civil, Environmental, Mechanical Engineering or other relevant engineering program is required. Twelve (12) years direct experience in engineering of complex water/wastewater projects, Seven (7) years project management and five (5) years supervisory experience are required. Must pass a background check and have a valid driver's license with an acceptable driving record. A Professional Engineering License (KS) or ability to obtain through reciprocity within 6 months is required.

Preferred:

Master's degree in Civil, Environmental, Mechanical Engineering or other relevant engineering program and three (3) years direct experience in Asset Management Programs is preferred.
