Executive Service SENIOR ASSOCIATE COUNSEL Department of General Services Megasite Authority Nashville, TN Starting monthly salary: $9,761.00- $12,718.00 Closing Date: 01/27/2026 This position is designed as hybridWho we are and what we do: The Megasite Authority of West Tennessee is an established regional development authority administratively attached to the State of Tennessee's Department of General Services. The Megasite Authority is governed by a board of directors consisting of ex officio and appointed members. The intent of the Megasite Authority of West Tennessee is to promote economic development, generate high-quality jobs at the Megasite and in the surrounding areas, and encourage and promote the development of manufacturing, warehouse, distribution, office, restaurant, retail, hotel, motel, communications systems, recycling, utilities, educational institutions, workforce housing, financial and recreational activities, and other similar uses. The Megasite Authority of West Tennessee will also provide services necessary for the operation and development of the site. Job Overview: 1. Advisory & Compliance: Provide day-to-day legal advice to the CEO in the operations of the Megasite Authority. Serve as primary legal advisor during board meetings, providing legal opinions and ensuring compliance with applicable laws and regulations. Prepare and review minutes of meetings to ensure accuracy and adherence to legal standards. Advise the Board on various matters, including rulemaking, policy development, and legislative actions. 2. Document Preparation & Board Adoption: Assist in the preparation and review of legal documents, such as the water contract with Ford and the Well Protection Plan. Ensure that all documents are legally sound, complete, and ready for adoption by the Board. Guide internal teams in the development of agreements, lease amendments, and pilot PILOT agreements. 3. Collaboration with Outside Counsel: Work closely with external counsel to ensure legal matters are handled effectively and efficiently. Oversee the preparation of legal documents related to large-scale development projects, particularly those involving Ford and related stakeholders. 4. Legal Support for Regional Development: Provide legal support related to regional development initiatives, particularly in the context of the Megasites function as a regional development authority. Assist with the development and negotiation of agreements, ensuring the Authority's interests are well-protected. 5. Water/Wastewater Utility Issues Advise on legal matters related to water and wastewater utilities, including regulatory compliance, contract negotiations, and coordination with public utility authorities. Support the development and adoption of water-related legal agreements and protections for the region. 7. Accounting: Work with Department of General Services and the Department of Finance & Administration for budget and product/ loss statements monthly and yearly. Invoice Ford monthly for water and sewer Property taxes PILOT statements Farm lease 8. Operations: Work with the treatment plant operator on operation of treatment plant Coordination with board, local government officials, TVA, STEMC and other utilities, engineering, legal and rate consultants.
