DESCRIPTION OF WORK

This position is responsible for managing the staff and operations of the school audit teams with the Special Audit Services Division of the Bureau of Audits (BOA). Through this critical work, BOA supports the Department of Education (PDE) to help provide key oversight of all Commonwealth school districts and their operational alignment with the compliance requirements established though the Pennsylvania School Code and other applicable policies and guidance. As the Assistant Division Chief, you will oversee the development and implementation of auditing procedures that provide stakeholders with additional assurance on school operations. This position ensures engagements meet BOA's high standards of quality. You will have the opportunity to develop and implement a risk-based approach to school audits. Other duties to include but not limited to:

  • Overseeing Audit Managers, each of whom manages a team of school auditors who conduct school audits and other engagement services.
  • Representing the Bureau Director in Executive Level meetings.
  • Evaluating and providing feedback on information systems under development to ensure adequate controls are designed and implemented.
  • Monitoring assigned engagements to ensure timeliness, accuracy, completeness, quality and compliance.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) full-time with occasional in-office days when work dictates such requirements. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Five years of professional financial auditing experience including two years in a supervisory capacity and a bachelor's degree including twenty-four credits in accounting; or
  • An equivalent combination of experience and training which includes two years of professional supervisory financial auditing experience and twenty-four credits in accounting.

Additional Requirements:

  • You must have at least 5 years of experience in any one of the following areas:
    • Generally Accepted Government Auditing Standards (GAGAS/Yellow Book)
    • Institute of Internal Audit (IIA) Standards
    • Information Systems Audit and Control Association (ISACA)
    • Standards American Institute of Certified Public Accountants (AICPA) Standards.
    • Standards for Internal Control in the Federal Government (Green Book)/COSO
    • Note: Any combination of experience equaling 5 years in the above areas is acceptable.
  • You must be able to perform essential job functions.

Preferred Qualifications (not required):

  • One of the following accounting certifications:
    • CPA, Certified Public Accountant
    • CFE, Certified Fraud Examiner
    • CISA, Certified Information Systems Auditor
    • CIA, Certified Internal Auditor
