Requisition ID# 169647 Job Category: Government and Regulatory Relations Job Level: Manager/Principal Business Unit: Electric Engineering Work Type: Hybrid Job Location: Oakland Summary: As a Policy Scanning and Requirements Manager within PG&E's Electric Compliance organization, you will lead the development and execution of regulatory strategy, policy advocacy, and compliance management across complex electric operations and safety domains. You will oversee regulatory filings, testimony, and audits that shape the company's obligations before the FERC, CPUC, OEIS, and other state and federal agencies, while conducting horizon scanning to identify emerging legislation, policy shifts, and regulatory trends that may impact electric operations and compliance strategies. This leader will be responsible for preparing data to support regulatory proceedings and will publish articles and present at industry conferences. This role provides strategic oversight, ensuring compliance programs strengthen PG&E's commitments to safety, reliability, and wildfire risk reduction. The Manager serves as a trusted advisor to leadership, leads and mentors a team, and drives cross-functional collaboration between Compliance, Operations, Engineering, and Law to align regulatory priorities with enterprise goals. PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of thejob posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will bebased on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience,market value, geographic location, and internal equity.Although we estimatethe successful candidate hiredinto this rolewill be placed towards the middle or entry point of the range, the decisionwill be made on a case-by-casebasis related tothese factors. A reasonable salary range is:
- Minimum Base Salary (Bay Area) $144,000.00
- Mid Base Salary (Bay Area) $194,000.00
- Maximum Base Salary (Bay Area) $244,000.00
Responsibilities:
- Lead and oversee regulatory strategy development, policy advocacy, and complex filings for Electric Compliance before state and federal agencies (e.g., CPUC, OEIS, FERC, WECC, CAISO).
- Conduct horizon scanning to monitor emerging legislation, policy developments, and industry trends, translating insights into proactive regulatory strategy and operational readiness.
- Direct the preparation and review of testimony, discovery responses, and compliance documentation to ensure accuracy, defensibility, and alignment with safety and reliability goals.
- Manage, coach, and develop a team of regulatory analysts, fostering technical proficiency, collaboration, and accountability in execution of compliance obligations.
- Translate evolving regulatory requirements into actionable procedures, internal controls, and audit-ready documentation that support PG&E's electric safety and wildfire mitigation commitments.
- Serve as a senior liaison to regulators, industry groups, and internal partners to influence policy and build PG&E's credibility as a proactive, transparent compliance leader.
- Drive data-enabled compliance practices, overseeing analytics, dashboards, and evidence systems that improve risk visibility and strengthen regulatory reporting quality.
- Integrate compliance strategy with operations and engineering planning: linking regulatory obligations to field work, system maintenance, and asset management priorities.
- Partner with leadership to identify and mitigate compliance risks, advise on regulatory impacts of investment decisions, and ensure preparedness for audits and investigations.
- Champion innovation in compliance management systems, automation, and reporting processes to reduce manual effort and enhance data traceability.
- Promote a culture of continuous improvement, knowledge sharing, and professional growth within the Electric Compliance organization.
Qualifications Minimum:
- Bachelor's degree in business, engineering, public policy or related field, or equivalent related experience
- 7 years of related experience
- Experience with regulatory environment including the development and support of expert witness testimony and/or case management
Desired:
- Ten (10) years of progressively responsible experience in regulatory affairs, compliance management, or utility operations.
- Demonstrated experience leading teams and managing complex regulatory or compliance initiatives across multiple functions.
- Strong knowledge of California and federal (FERC) regulatory frameworks, including safety, reliability, and wildfire mitigation requirements.
- Expertise in preparing and reviewing regulatory filings, testimonies, and audit evidence for accuracy and strategic alignment.
- Advanced analytical and written communication skills, with the ability to interpret complex regulations and translate them into clear business actions.
- Master's or doctorate degree or equivalent advanced education in business, public policy, engineering, juris doctor or a related field.
- Experience working with FERC, CPUC or directly supporting a regulated utility compliance or electric operations function.
- Familiarity with compliance data management systems, analytics, and AI-enabled tools for evidence management and audit readiness.
- Recognized experience representing a utility before regulators or serving as a technical expert in regulatory proceedings.
