Job Description

CRDF Global is seeking subject-matter experts to join its bench of consultants supporting the Emerging Technologies portfolio. This is a consulting opportunity rather than a full-time position. Consultants are engaged on an as-needed basis to provide technicalexpertisefor proposals, project implementation, research, technicalassistance, workshops, conferences, and other advisory activities.

The Emerging Technologies portfolio advances U.S. and partner-nation priorities to strengthen research security, technology governance, and the secure development, commercialization, and international collaboration of emerging and dual-use technologies. Projects span government, academia, industry, startups, investors, and innovation ecosystems.

CRDF Global programming helps partnersidentifyand mitigate risks associated with the exploitation, diversion, and illicit transfer of research, data, intellectual property, and advanced technologies. Activities focus on developing practical, sustainable approaches that strengthen institutional resilience while supporting continued innovation, trusted partnerships, and responsible international collaboration.

Areas of Expertise

CRDF Global is seeking experts withdemonstratedexperience in one or more of the following areas.

Governance and Security

Research security, technology governance, export controls, due diligence, technology transfer, intellectual property protection, governance and compliance, investment and supply chain security, data governance, physical and personnel security, and related policy, legal, or risk management disciplines.

Emerging Technologies

Experts with deep knowledge of emerging technologies and their dual-use applications, including the technical, commercial, and security considerations that shape their development and adoption. Candidates should understand the stakeholders, incentives, and innovation ecosystems surrounding these technologies and be able to translate technology-specific risks into practical research security and technology governance measures. Experience engaging researchers, industry, startups, investors, and policymakers todemonstratethe operational, commercial, and strategic value of adopting secure practices is highly desirable.

Priority technology areas include:




  • Artificial intelligence and machine learning





  • Quantum information sciences





  • Commercial space and aerospace technologies





  • Microelectronics and semiconductors





  • Advanced materials and manufacturing





  • Other emerging dual-use technologies




Analysis and Capacity Building

Open-source intelligence (OSINT), vulnerability and risk assessments, case study development, tabletop exercises, technical writing, policy analysis, and the development or delivery of practical training and capacity-building programs.

Network Development and Strategic Engagement

Building partnerships across government, academia, industry, startups, and investment communities;identifyingexperts and collaborators; and supporting stakeholder engagement and program outreach.

Illustrative Consulting Engagements

Depending on project needs, consultants may be asked to:




  • Providesubject-matterexpertisein support of proposals and project implementation.





  • Advisegovernments and institutions onresearchsecurity, technology governance, and secure innovation.





  • Conduct research, technical analyses, or institutional assessments.





  • Develop reports, toolkits, case studies, and training materials.





  • Deliver workshops, consultations, tabletop exercises, and other technicalassistanceactivities.





  • Support stakeholder engagement andidentifyadditionalexperts, partners, or collaborators.




Desired Qualifications

Successful candidates will typicallypossessexpertisein one or more of the areas described above, strong analytical and communication skills, and experience working with government, academia, industry, or innovation ecosystems. Experience supporting international programs or U.S. Government-funded initiatives is preferred. An advanced degree and/or significant professional experience in a relevant field is highly desirable.
