Quality Control (QC) Manager Summary/Objective The Quality Control (QC) Manager is responsible for the implementation, management, and enforcement of the Quality Control Program (QCP) for construction projects, particularly government contracts. This role ensures that all construction activities comply with project specifications, contract requirements, safety regulations, and quality standards. The QC Manager serves as the primary liaison with government representatives, leads preparatory and progress meetings, and manages quality inspections, documentation, and reporting. Primary Job Responsibilities Reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions. * Develop, implement, and maintain the project-specific Quality Control Plan (QCP) within 10 business days of contract award. * Lead and manage all three phases of control: preparatory, initial, and follow-up inspections in accordance with government project standards. * Serve as the primary point of contact with government contracting officers, inspectors, and representatives regarding quality compliance. * Conduct quality inspections, tests, and audits to verify compliance with contract requirements, specifications, and regulatory standards. * Manage the quality documentation system, including daily QC reports, non-conformance reports (NCRs), deficiency logs, and corrective actions with 24-hour turnaround on documentation submissions. * Oversee materials submittals, shop drawings, and testing procedures to ensure conformance with project requirements tracking approval status in Procore/QC management systems. * Coordinate quality control efforts with project managers, superintendents, subcontractors, and suppliers. * Lead quality-related meetings, including preparatory and coordination meetings with subcontractors and stakeholders. * Identify, track, and resolve deficiencies and non-conformances, escalating as required through established protocols with target resolution within 48 hours * Maintain deficiency tracking log with photographic documentation and ensure timely punch list completion. * Train, mentor, and supervise Assistant Quality Control Inspectors and other quality personnel. * Ensure compliance with company safety program and OSHA standards, integrating safety into QC inspections and conducting joint safety-quality audits monthly. * Support project closeout with quality documentation, as-builts, and final compliance reports ensuring government acceptance and contract closeout within 30 days of substantial completion. Other Responsibilities * Participate in and occasionally lead safety meetings. * Recommend improvements to quality processes, schedules, and operational practices based on lessons learned and trend analysis. * Support project leadership with quality risk assessments and planning. * Maintain current knowledge of building codes, industry standards, and government quality requirements through continuing education (minimum 16 hours annually). * Assist with preparation of quality sections for proposals and past performance documentation. Competencies, Skills, Abilities, Qualifications * Strong knowledge of construction quality control processes, building codes, and government contract compliance. * Ability to read and interpret construction drawings, specifications, and contract documents. * Proven ability to manage government inspections and compliance reporting with successful project acceptance records. * Excellent organizational, communication, and leadership skills including conflict resolution and negotiation abilities. * Proficiency with Microsoft Office Suite, RMS, ECMS, Procore, and QC documentation software. * Proficiency with mobile inspection applications, digital photography, and cloud-based documentation systems. * Certifications: USACE Construction Quality Management (CQM) for Contractors required; OSHA 30, ACI, or other QC-related certifications strongly preferred. * Strong problem-solving and conflict resolution skills. * Ability to interpret dispute resolution procedures and recommend corrective action plans to avoid claims. Supervisory Responsibility Direct supervisory responsibility over Assistant Quality Control Inspectors and other assigned QC staff. Work Environment Outdoor Environment: Work primarily conducted on construction sites, exposed to the elements including heat, cold, wind, and rain. Safety gear and protective clothing arerequired. Must comply with all site-specific PPE requirements including hard hat, safety glasses, steel-toed boots, and high-visibility vest. Physical Demands This position requires walking, standing, climbing, and inspecting work areas throughout the day. Must be able to lift/move up to 50 lbs and use tools and technology necessary forinspections and testing. Must be able to climb ladders, scaffolding, and access all areas of construction sites including confined spaces and elevated work platforms. Expected Hours of Work Monday through Friday, with hours varying based on construction activity schedule (typically 6:00 AM - 4:00 PM). Extended hours, evenings, and weekends may be required during critical construction phases or to meet project milestones. Travel Frequent travel to government construction sites across the East Coast and other states with extended stays at project sites. Required Education and Experience * Bachelor's degree in construction management, civil engineering, architecture, or related field preferred. Associate's degree with additional experience will be considered. * Minimum of 7-10 years of experience in construction quality control, with at least 3-5 years in government contracting. * Demonstrated leadership in implementing quality control programs on federal construction projects. Additional Eligibility Qualifications Must pass background check and drug screening. May require Secret security clearance. Work Authorization Must be eligible to work in the United States. Certain projects may require U.S. citizenship based on contract stipulations.
