Position Summary

Odyssey Systems is recruiting to fill a Test and Evaluation Manager, Senior position supporting the Mobility Directorate (AFLCMC/WV), at Hanscom AFB, MA.



Responsibilities

Duties include but are not limited to:

    Apply knowledge of DoD Test & Evaluation (T&E) processes to support design, planning, execution, analysis, and reporting phases of T&E programs, including FAA certifications and procedures.
  • Assess performance of aeronautical systems, subsystems, and equipment through acquisition phases and milestones.
  • Review, develop, and update program documentation for T&E management requirements across all contract award actions:
    • Pre-award documentation
    • Development of evaluation criteria
    • Evaluation of contractor proposals
    • Post-award documentation
  • Provide advisory support for program source selections on T&E management requirements.
  • Participate in project team meetings, working groups, and reviews.
  • Support integrated test team activities and coordinate with higher-level test organizations (e.g., OSD/DOT&E).
  • Evaluate effort, resources, and integration needed for executable T&E programs and assist in executing T&E plans.
  • Schedule and secure required test resources to meet program objectives.
  • Assist with major program reviews, inspections, conferences, and test-related events (e.g., test readiness reviews, milestone events).
  • Develop and maintain test plans, procedures, T&E management plans, acquisition strategies, and planning documents.
  • Coordinate ATP for delivered items and testing requirements with program office customers, contractors, and oversight agencies.
  • Conduct research to define minimum test requirements, task scope, and alternatives.
  • Analyze test strategies and coordinate assignments for complex or controversial test requirements.
  • Recommend improvements to on-site test facilities and provide solutions for test-related issues.
  • Determine capability and availability of DoD and civilian test resources; plan and organize flight and ground testing.
  • Prepare, maintain, and review test plans and documentation (e.g., T&E strategies, test reports) for compliance and adequacy.
  • Perform tradeoff studies and recommend alternative test strategies to senior leadership.
  • Support material solution analyses and design reviews; develop draft documentation and presentation materials.
  • Evaluate unmanned aerial target schematics, parts, and drawings for compliance with standards.
  • Utilize ETIMS/CITOMS systems as needed.
  • Review and resolve equipment interface problems; define aircraft configuration requirements.
  • Support Configuration Control Board (CCB) for aircraft modifications.
  • Review and identify updates to TCTOs, drawings, ECOs, IPBs, and other technical data.
  • Conduct engineering studies; develop test procedures, repair capabilities, and maintenance requirements.
  • Analyze data from REMIS and IMDS; provide historical context for engineering and management decisions.
  • Assist with data collection and evaluate sufficiency; assess methodology, instrumentation, and procedures.
  • Format data for computer processing and perform data reduction and analysis using Modeling & Simulation (M&S) tools.
  • Recommend and assess test data requirements to meet program objectives within cost and schedule constraints.
  • Use analysis results to recommend changes in testing techniques and identify areas for further investigation.


Qualifications

Minimum Required Qualifications

Citizenship: Must be a US citizen

Clearance: TS/SCI

Education: Advanced Degree (Master of Arts (MA)/Master of Science (MS)) and twelve (12) years

of experience in the respective technical/professional discipline being performed, five (5)

years of which must be in the DoD.

OR, BA/BS degree, and fifteen (15) years of experience in the respective

technical/professional discipline being performed, five (5) of which must be in the DoD.

OR, twenty (20) years of directly related experience with proper certifications as

described in the Functionally Aligned Job Descriptions, eight (8) of which must be in the

DoD.
