SUMMARY
-
The Deputy Administrator is responsible for the leadership and oversight of all affordable housing initiatives under the HUD HOME Investment Partnerships Program, HOME-ARP, and the Montgomery County Affordable Housing Trust Fund (PA Act 137). This position is responsible for advancing affordable housing development and preservation strategies for renters and homeowners, ensuring compliance with federal and state regulations, and managing a team of two staff members. This position is situated in the program offices of the Department of Health and Human Services which uses a person-centered, holistic and integrated approach to collaboratively provide an accessible network of resources that support Montgomery County residents. The Deputy Administrator works collaboratively with all other HHS Offices. Work is performed with a high degree of independent administrative judgment exercised within a broad framework of existing laws/regulations/policies. The ideal candidate will combine technical expertise in housing finance and development with a strategic and visionary mindset to advocate for and educate stakeholders on the importance of affordable housing in Montgomery County. This role requires strong knowledge of federal housing policy, loan mechanisms, and innovative approaches to increasing housing affordability. This position is grant funded, subject to the availability of funds.

ESSENTIAL DUTIES AND RESPONSIBILITIES

- Manage all aspects of the HOME and HOME-ARP programs, including project underwriting, written agreements, compliance monitoring, and reporting.
- Oversee administration of the Affordable Housing Trust Fund (PA Act 137) for affordable housing projects and the First Time Homebuyers program. Ensure alignment with county priorities and applicable regulations.
- Lead efforts to finance and support new affordable housing developments, including LIHTC projects, and preservation of existing affordable housing stock.
- Develop strategies for leveraging public and private resources to maximize impact.
- Serve as a subject matter expert on affordable housing policy and funding mechanisms.
- Advocate for zoning and land use reforms that support affordable housing development.
- Educate municipal leaders, community stakeholders, and the public on housing needs and solutions.
- Contribute to long-term planning for housing affordability in Montgomery County.
- Manage and mentor a small team to ensure effective program delivery and professional growth.
- Represent OHCD at public meetings, community events, and on relevant committees.
- Conduct research and analysis on housing trends, demographics, and market conditions.
- Utilize tools such as ArcGIS, Power BI, and other data visualization platforms to inform decision-making.

QUALIFICATION REQUIREMENTS

- Master's degree in urban planning, Public Administration, Real Estate Development, or related field, plus 4+ years of relevant supervisory experience; or equivalent combination of education and experience.
- Strong knowledge of federal and state affordable housing programs, including HOME, HOME-ARP, LIHTC, and CDBG.
- Experience with housing finance, underwriting, and loan structuring.
- Proficiency in data analysis and visualization tools (e.g., ArcGIS, Power BI, Tableau).
- Valid driver's license is required.

MINIMUM EXPERIENCE AND TRAINING:
- This position requires the following clearances as a condition of employment: Child Abuse History Clearance, PA Criminal Record History, and FBI Fingerprint Clearance.
- Onsite in-person attendance is required as directed by Supervisor or Administrator.
