TITLE

Budget & Financial Analyst II

JOB SUMMARY

This position's primary areas of responsibility include position control costing and tracking, monitoring budget to actual variances on a regular and ongoing basis, fielding budget and financial questions, and assisting departments with budget-related needs including training. This position also assists with annual budget preparations, legislative budget requests, and ad-hoc financial analyses. Work is performed under general supervision and performance evaluation is based upon completion of assignments and results obtained. The performance evaluation is conducted through the performance evaluation system and in accordance with the University Policies & Procedures.

ORGANIZATIONAL RELATIONSHIPS

Reports to: Chief Budget Officer

Supervises: No supervisory responsibility

ESSENTIALDUTIES- May include, but not limited to the following:

  • Assists with position control review and tracking. Prepares budget transfers for vacancy savings and assignment changes.
  • Prepares pre- and post-payroll audit processing reports and follows-up as required.
  • Sets-up and loads budget for new gifts, grants, and project accounts as required.
  • Answers budget and financial questions related to campus expenditures as requested.
  • Computes year-end carryforward balances and prepares budget transfers to load budget lines and carryforward balances to new fiscal year.
  • Answers questions and provides training in areas related to Oracle Cloud budgetary control dashboard and related processes.
  • Monitors and analyzes departmental operating accounts. Assists departments to address budget overages, research questions, resolve errors, clarify budget policy, and processes budget transfers as needed.
  • Updates the budget master for position control changes and prepares professional and timely reports to assist management with planning and decision-making.
  • Collects, organizes, and evaluates financial data and compiles internal and external reports.
  • Prepares quarterly reconciliation for submission into State ABEST system.
  • Assists in annual budget preparation to disseminate reports, track activity, and provide updates on budget planning process as needed.

  • Performs other duties as requested.

EDUCATION

Bachelor's degree in business administration or related areas required. Emphasis in accounting and/or finance is preferred.

EXPERIENCE

Four years of related job experience required. Experience working in a college or university environment preferred.

REQUIREMENT

Regular and reliable attendance at the University during regular scheduled days and work hours is an essential function of this position.

  • Knowledge of budgetary practices and accounting principles.
  • Knowledge of finance, accounting, budgeting, and cost control procedures.
  • Knowledge of financial methods and/or procedures used to analyze data.
  • Knowledge of budget, accounting, and purchasing systems and processes.
  • Ability to analyze numerical detail, identify patterns or trends, and draw valid conclusions.
  • Ability to demonstrate analytical, problem solving, and research capabilities and communicate results in a clear and professional manner.
  • Ability to apply budgetary and fiscal planning techniques within financial constraints.
  • Ability to organize work effectively, conceptualize, and prioritize objectives and exercise independent judgement.
  • Ability to establish, and maintain, positive and productive work relationships with the administration, faculty, staff, and the public.
  • Ability to integrate resources, policies, and information for the determination of procedures, solutions, and outcomes.
  • Ability to communicate and present ideas clearly both verbally and in writing.
  • Ability to use Microsoft Office (Excel, Access, Word, etc.) and ERP systems.
  • Ability to use a personal computer and other office equipment, including related university software and email.
  • Ability to work independently to complete difficult or complex assignments with a high degree of accuracy and professionalism.
  • Ability to work collaboratively and respectfully within a team environment.
  • Must be able to handle situations with diplomacy and tact.

PHYSICAL DEMANDS
