Description

Under the direction of the assigned manager, manage the operation of and oversee program implementation of California Work Opportunity and Responsibility to Kids (CalWORKs) and the Disability Support Programs and Services (DSPS), and other special population Student Services programs.

Responsibilities and Duties

ESSENTIAL FUNCTIONS:
  • Direct program activities; develop guidelines and procedures for CalWORKs and DSPS program implementation.
  • Oversee department of Rehabilitation- Workability II contract.
  • Provide support to the CalWORKs Assessment Program.
  • Prepare annual program plan and all required reports.
  • Maintain program data each term for MIS submission.
  • Supervise, train, and evaluate program faculty and a large number of classified staff.
  • Research, develop and draft program budget and narrative reports. Monitor and track program budgets to ensure compliance with state and local mandates.
  • Communicate with program staff, students, and the campus community about program requirements, policies, and procedures.
  • Ensure that staff maintains proper eligibility for students and follow required state guidelines.
  • Provide enrollment verification for current students to case management agencies.
  • Review Program records and student files to ensure compliance with audit processes.
  • Respond to and resolve complaints from program participants, staff and faculty regarding delivery of services.
  • Work with the Dean to develop and schedule appropriate curriculum offerings for Disability Support Programs and Services (DSPS).
  • Conduct outreach for both CalWORKs and DSPS programs; update division's website for both programs.
  • Interpret federal and state law governing categorical programs to assure compliance.
  • Communicate regularly with California Community College's Chancellor's Office to ensure adherence to state changes and new regulations.
  • Monitor students' academic progress for continuation of services for program participants.
  • Convene and chair community agencies meetings.
  • Assist the Dean in the development, implementation and assessment of Student Learning Outcomes.
  • Collect & analyze Program data necessary for Program Review; complete and submit program review and required state reports.
  • Attend regional and state training and meetings related to CalWORKs & DSPS.
  • Serve on various campus committees and work groups as appropriate.
  • Research, develop, and draft program budget and narrative reports. Monitor and track program budgets to ensure compliance with state and local mandates.
  • Collect & analyze program data necessary for Program Review; complete and submit program review and required state reports.
  • Attend regional and state training and meetings related to CalWORKs & DSPS.
  • Perform related duties and responsibilities as assigned.

Qualifications

Knowledge of:
  • Federal, state, and local laws applicable to students in programs.
  • Budget development and administration.
  • Community college systems pertaining to admission, financial aid, etc.
  • Problems and needs encountered by low income, minority, and disabled students in an education environment.
  • Special programs, projects, resources and funds available for low income, minority, and disabled students.
  • Methods and techniques of effective employee management.
  • Title V, Title IX, and Affirmative Action Laws and Regulations concerning the Americans with Disabilities Act (ADA) and Section 504 of the Rehabilitation Act of 1973.
  • Regulations, codes, and laws that are related to DSPS.
  • Proposition 98, the Budget Act and all regulations related to CalWORKs.
  • CalWORKs assessment functions and regulations.
  • Federal TANF regulations.
  • Working in an educational setting.
  • Relationships between CalWORKs, the college, and the community resources.
  • Community resources.
  • Accreditation process.
  • Developing and accessing student learning objectives.
  • Computer operations and various software applications.
Ability to:
  • Manage programs in an effective, competent, and economical manner.
  • Collaborate with other District services, divisions and departments, and county agencies.
  • Evaluate and assess processes, policies, and procedures.
  • Advocate for the programs and the program participants.
  • Interpret state and federal laws regarding program services.

  • Maintain effective relationships with the Dean, the staff of area of responsibility, community and professional groups, and all segments of the student body and College staff.
  • Represent the College in meetings with community groups and committees and remain in contact indirectly with representatives of business, industry, and government.

  • Analyze data and prepare evaluative reports.

  • Demonstrate sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, linguistic, and ethnic backgrounds, and disabilities of community college students and staff as demonstrated by skills and abilities in cultural responsiveness and cultural humility.
EDUCATION AND EXPERIENCE:
An educational administrator is a person employed by the board in a supervisory or management position as defined in government code sections 3540, et seq. Educational administrators are those who exercise direct responsibility for supervising the operation of or formulating policy regarding the instructional or student services programs of the district. Educational administrators have the authority to hire, transfer, suspend, recall, promote,
discharge, assign, reward, or discipline other employees, or have the responsibility to assign work to and direct them, adjust their grievances, or effectively recommend such action. Educational administrators have significant responsibilities for formulating district policies or administering district programs other than the educational programs of the district.
Education:
Bachelor's degree from an accredited college or university. Must meet minimum qualifications for faculty in one of the disciplines offered by the district.
Experience:
Five years experience working with related student populations with at least two years management or supervisory experience including counseling, guidance, student personnel, psychology, career development, social welfare, or a related discipline, or higher degree from an accredited college or university; and two (2) years of full-time, post-secondary teaching experience.
OTHER CERTIFICATIONS, LICENSES, OR SPECIAL REQUIREMENTS:
  • A valid Class "C" California Driver's License is required by the time of appointment.
  • The incumbent may be required to work evenings (including attending board meetings)\and other irregular hours including weekends and holidays.
