The candidate will support the resource management team for the US Coast Guard (USCG) C2CI Integrated Product Team (IPT) in support of acquisitions and sustainment. Travel: Up to 20% Work Location: Washington, DC, In office at least 3 days per week Essential Duties & Job Functions:
- Provide cost management, cost planning, and budgeting support, as directed, by and in direct support to Government Lead
- Assist Government Lead with the drafting and review of needed contracting documents to support more efficient review and processing of packages.
- Work in tandem with Contractor and Government stakeholders to identify and execute high/low-level budgeting and cost control processes
- Act in a Directive PMO role, using cost management from project/program management level perspective experience to support successful cost performance of the assigned team
- Act as a financial advisor/planner for the assigned team
- Coach/mentor Government Project Leads on cost planning, cost estimating, determining budgets, cost forecasting, and establishing and monitoring cost controls
- Work in tandem with Government Project Leads and Team Lead to produce budgets
- Report to and advise assigned Team Lead on financial issues/budget priorities
- Conduct financial analysis of the assigned team to evaluate project budgets and other financial parameters
- Continuously assess performance and stability of assigned project budget(s)
- Regularly and routinely analyze financial health/performance of projects against established budgets and leadership expectations
- Perform formal finance analysis and produce reports, as needed or requested, by assigned Government Team Lead
- Itemize fees, travel, labor, material, and all other costs by task and project
- Produce charts, graphs, spreadsheets, and presentations that aid Government leadership in task execution oversight, assessing financial conditions and decisions
- Review 7600B's, SoWs, BPAs, IGCEs, Contract packages, ITAR
Job Requirements (Education, Experience, Professional Associations):
- Bachelor's degree in business, Computer Science, Engineering, or Mathematics is preferred, but experience may be substituted for degree.
- Recent experience with DHS, DoD, or other government agencies in program support of C5I system to include 10+ years' experience in USCG Acquisitions support
