Job Description
***Temporary Position - 8 weeks duration***
Position Purpose

Schedules, conducts, and reconciles annual equipment inventories. Coordinates with property custodians and equipment users on matters related to property accountability. Addresses and responds to emails received from Center customers while resolving any property related issues. Prepares reports of variances and discrepancies. Audits and researches all inventory discrepancies; analyzes data and takes corrective action. Responsible for the adjustment of property records using supporting documentation. Responsible for tagging equipment on Center that meets control criteria. Responds to customer inquiries and requests for information and reports from the Property, Plant & Equipment (PP&E) System. Reviews documentation and prepares load sheets for entry into the PP&E database.


Duties and Responsibilities

*Responsible for knowing and use of the Federal Property Regulations (FPR), NASA Procedural Requirements (NPR 4200), Goddard policies and the Equipment Management Work Instruction.

*Responsible for work at all sites supported by NASA Goddard Space Flight Center (GSFC).

*Advises GSFC property custodians and equipment users on matters pertaining to the proper control of equipment and refers them to the GSFC Property Custodian User's Guide.

*Participates in the tagging of all Center assets with a Radio Frequency Identification tag.

*Schedules and conducts inventory in accordance with the approved annual inventory schedule.

*Conducts wall-to-wall, floor to ceiling inventories using an i-phone barcode scanner and/or a RFID reader.

*Receives inventory discrepancy reports and takes corrective action. Coordinates with property custodians to assist in locating all missing property; queries the property database history files for all overages not in the local active database.

*Conducts audits of discrepancies and analyses source documentation and transaction data and takes necessary corrective actions to finalize inventory reconciliation.

*Establishes and maintains inventory files for each property account within the assigned directorate(s).

*Prepares and submits final Summary Inventory Reports with each property account inventory folder upon completion of inventories to the Branch Manager for review and approval. Uses PP&E generated inventory summary reports and compiles statistical data.

*Evaluates GSFC property custodian performance as it impacts the progress of inventories; observes, evaluates, and reports inconsistencies with property management guidelines to Team Lead and Branch Manager.

*Maintains an appointment log for all requests for Tagging- In-Division (TID) tasks; performs tag-in-division for equipment assigned to GSFC that meets NASA established criteria for control and adds to the PP&E system.

*Screens supporting documentation of credit card purchases processed in Receiving.

*Affixes NASA bar-code tags and/or RFID tags on untagged equipment meeting NASA control criteria and prepares necessary documentation for entry into the PP&E database.

*Screens all cannibalization paperwork for accuracy and completeness and forwards to the Supervisor for final review prior to submitting to the GSFC or HQ Supply & Equipment Management Officer (SEMO)

*Reviews shipping documentation for possible loan or transfer of equipment assets to other NASA Centers or federal agencies and advises property custodian of appropriate actions to take.

*Ensures all transactions entered into PP&E are properly documented and forwarded to the Data Entry Clerk for data input into PP&E.

*Interfaces on a daily basis with government counterparts and property custodians on issues requiring resolution or higher-level attention.

*Utilizes BOBJ as the Agency provided web access tool in conducting queries and generating property reports and Excel listings from the PP&E System as needed to complete assigned tasks or to provide to Center customers upon request.

*Performs other duties as assigned.

Qualifications

Required Skills and Qualifications

*Three years' experience in property control using mainframe database methods.

*Experience in auditing propertycontrol records with ability to analyze relationship of inventory documentationto property disposition and determine corrective action.

*Experience should includephysical inventories, document control, statistical analysis, how to manageproperty and reports or Excel spreadsheet listings.

*General understanding ofcataloging terminology and Federal Supply Classifications codes.

*Experience with office automationequipment to include personal computers and data entry devices, faxes,printers, and bar code scanners are essential.

*Knowledge of the governmentproperty control regulations.

*Experience in Microsoft Excel,Word and PowerPoint is required.

*Minimum high school graduate orequivalent. College level coursework is desirable.

Physical Demands and Working Conditions

*Ability to operate materialhandling equipment.

*Ability to pass a NASA GSFCforklift physical.

*Capable of lifting packagesweighing up to 70 pounds.

*Ability to stoop, bend, push andpull.

*Must possess basic computerliteracy skills to include the use of the World Wide Web, operative skillsregarding MS Office programs (Word and Excel).

*Must be capable of sitting,viewing computer monitor and entering data on a computer keyboard for extendedperiods of time.

*The work of this position isperformed in an indoor and outdoor environment.

Rate of Pay/Benefits

Hourly Rate: $26.81
