USfalcon is seeking a Wargames Program Lead to support the Department of Defense (DOD) at Patrick SFB, FL. **Contingent Upon Award of Contract** JOB SUMMARY: The Wargames Program Lead is responsible for the end-to-end leadership, planning, execution, and delivery of complex wargaming programs in support of Department of Defense (DoD), Joint, and Service-level customers. This role provides strategic and operational leadership across multiple wargame events, scenarios, and analytic efforts, ensuring alignment with customer objectives, doctrine development, capability assessment, force design, and decision support. The Program Lead serves as the primary interface with government leadership, senior military officers, and interagency stakeholders, while directing multidisciplinary contractor teams, advising and mentoring members of the military, delivering wargame design, execution, analysis, and reporting. ESSENTIAL DUTIES:
- Serve as the overall Program Lead for assigned wargaming efforts, accountable for cost, schedule, performance, and risk.
- Lead program planning, governance, and execution in accordance with contract requirements, PMP, and customer expectations.
- Act as the primary point of contact for senior government customers (O-5 through O-9, SES, and civilian equivalents).
- Provide strategic counsel to customers on wargame scope, objectives, and outcomes.
- Oversee the design, development, and execution of wargames, tabletop exercises (TTX), seminars, and experiments.
- Guide development of: Wargame objectives and research questions, Scenarios, vignettes, and adjudication frameworks, Master Scenario Event Lists (MSELs), Player roles, control cells, and adjudication teams
- Ensure wargames are analytically rigorous, defensible, and decision-focused.
- Direct post-event analysis, synthesis, and reporting to ensure outputs are actionable and relevant to senior decision-makers.
- Ensure alignment with:
- Concept development
- Doctrine, organization, training, materiel, leadership, personnel, facilities, and policy (DOTMLPF-P) analysis
- Force design and capability development efforts
- Oversee development of executive-level briefings, reports, and decision support products.
- Coordinate across Joint, Service, Combatant Command, and interagency stakeholders.
- Integrate inputs from government SMEs, FFRDCs, UARCs, and industry partners as required.
- Manage contractors and teaming partners supporting wargame delivery.
- Lead and mentor multidisciplinary teams including wargame designers, analysts, modelers, SMEs, and support staff.
- Oversee staffing plans, labor mix, surge requirements, and continuity planning.
- Foster a collaborative, high-performance team culture aligned with customer mission priorities.
- Identify and manage program risks, issues, and opportunities.
- Ensure compliance with contract requirements, security protocols, and quality management processes.
REQUIRED QUALIFICATIONS:
- Minimum 20 years of progressive experience in wargaming, operational planning, experimentation, analysis, or closely related fields.
- Experience at the E-4 / O-4 level or above, or equivalent senior civilian/commercial leadership roles supporting DoD or national security missions.
- Demonstrated leadership of complex, multi-event wargaming programs for DoD, Joint, or Service-level customers.
- Proven experience briefing and advising senior military officers, SES, and executive leadership.
- Experience managing cost, schedule, performance, and risk on large or complex contracts.
Wargaming & Operational Expertise
- Deep knowledge of Wargaming methodologies and best practices; joint and Service operational concepts, force design, capability development, and decision support
- Experience integrating wargaming with: Concept development, doctrine and policy analysis, exercises, experimentation, or campaign analysis
- Leadership & Communication
- Exceptional written and verbal communication skills.
- Demonstrated ability to translate complex analytic results into clear, executive-level insights.
- Proven ability to lead diverse, senior teams and coordinate across organizations.
PREFFERED QUALIFICATIONS:
- Familiarity with: Joint Planning Process (JPP), Adaptive Planning and Execution (APEX) and Capability-Based Assessment (CBA) processes
- Experience with live, virtual, and constructive (LVC) environments and analytic tools used in wargaming.
- Prior experience in defense consulting, FFRDC, UARC, or major defense contractor environments.
EDUCATION/CERTIFICATION: Bachelor's degree from an accredited institution preferred REQUIRED CLEARANCE: Top Secret/SCI clearance with Special Access Program (SAP) eligibility TRAVEL: 25%
