Principal Information Systems Cost Estimator

Avion Solutions Inc., an employee-owned company, is seeking candidates for a Principal Information Systems Cost Estimator to support EPASS GB. This position is located in Kettering, OH.

Job Responsibilities/Duties:

  • Use of routine cost estimating methods such as analogy, engineering or scientific methodology, and extrapolation.

  • Use of cost estimating outputs to assess the impact various factors have on the costs to design, research, develop, operate, maintain, and dispose of a particular weapon system.

  • Most appropriate phase of the budgetary cycle (planning, programming, justification, or execution) for initiating new programs.

  • Analyzing all elements affecting costs for a project of limited scope.

  • Analyzing contractor financial data using EVM measures of merit to determine program viability with respect to cost and schedule performance.

  • Use of the ACEIT Tool Suite to perform all program office estimates, which is mandatory for working in the BES Directorate (AFLCMC/GB) for all information systems cost estimator positions (Junior, Journeyman, Senior, Principal, Hybrid).

  • Analytical processes, such as:

    • Setting up the problem,

    • Conducting background research,

    • Collecting and reducing data,

    • Displaying data for analysis,

    • Formulating mathematical expressions, and,

    • Drawing conclusions.

Required Experience:

  • Must have 7 years of related experience with at least three years' IT management information systems acquisition cost analysis experience and a Master's degree, OR,

  • 10 years' experience with at least three years' IT management information systems experience, acquisition cost analysis experience, and a Bachelor's degree.

  • Must have at least two years of team management experience.

  • BS/BA/Master's with 24 semester hours in quantitative analysis courses, which must include at least three semester hours of Calculus and three semester hours in Statistics.

  • Must possess expert knowledge, experience, and recognized ability to be considered an industry leader in their technical/professional field to provide support in planning, organizing, advising, and conducting IT management information systems cost estimating/training tasks in problem areas of moderate scope and complexity.

  • Have moderately extensive technical responsibility for interpreting, organizing, executing, and coordinating assignments.

  • Must demonstrate advanced knowledge of their technical/professional discipline as well as possess a comprehensive understanding and ability to apply associated standards, procedures, and practices in their area of expertise (Program Office, Enterprise, and Staff Level Support interface).

  • Keep abreast of new IT management information systems, cost estimating methodologies, databases, and tools.

  • Make technical cost estimating decisions that are considered authoritative and demonstrate mature cost estimating judgment in anticipating and solving complex cost analysis problems.

  • Must have the technical capability to assess the cost and schedule implications of existing and projected technological advances.

  • Must be able to evaluate the impact of new and innovative acquisition strategies.

  • Must have experience using the Automated Cost Estimating and Integrated Tool (ACEIT) Suite.

  • Must have experience building and communicating Program Office Estimates (POEs).

  • Must have the ability to manage, oversee/lead, or perform scientific work that involves designing, developing, and adapting mathematical, statistical, econometric, and other scientific methods and techniques.

  • Must analyze management problems and provide advice and insight about the probable effects of alternative solutions to these problems.

  • Possesses the ability to perform tasks independently and oversee the efforts of junior and journeyman contractor personnel within the technical/professional discipline.

  • The primary requirement of the work is competence in the rigorous methods of scientific inquiry and analysis.

  • Must be a US Citizen and have/able to obtain and maintain a DoD Secret Security Clearance.

  • Must be able to travel up to 10% of the time. US travel only.
