Human Resources Business Partner

Moorpark, CA | Full-Time

The HR Business Partner provides strategic, high-level support to leadership across talent acquisition, employee relations, performance management, compliance, and workforce development. This role partners closely with managers to drive effective hiring, onboarding, employee engagement, and organizational effectiveness while ensuring compliance with employment laws and government reporting requirements.

Key Responsibilities




  • Serve as a strategic HR partner to senior leaders, advising on talent strategy, employee relations, performance issues, and policy interpretation.



  • Lead and support recruiting efforts, including agency partnerships, assessment tools, job fairs, and new hire orientation.



  • Partner with hiring managers and Training to support onboarding, employee development, and career progression.



  • Support performance management processes, including development and maintenance of automated performance evaluation systems (Paycom).



  • Monitor and prepare HR metrics and compliance reporting (EEO-1, VETS, OFCCP, turnover, cost-per-hire, retention).



  • Manage disability claims, Workers' Compensation, and performance management initiatives.



  • Leverage HR data and analytics to drive insights, organizational change, and continuous improvement.



  • Support system utilization and troubleshooting for HRIS platforms.




Qualifications




  • Bachelor's degree in Human Resources, Business Administration, or related field preferred.



  • 5+ years of advanced-level HR generalist experience; 3+ years of supervisory experience preferred.



  • HR certification (PHR or SPHR) preferred.



  • Experience managing complex employee relations, compliance, and change initiatives.



  • Working knowledge of HRIS systems (Paycom preferred), employment law, and HR metrics.



  • Strong communication, leadership, and relationship-building skills.



  • Proficiency in Microsoft Office (Excel, Word, PowerPoint, Outlook).
