The Health Sciences Center department of Facilities Management at West Virginia University is currently accepting applications for a Plumbing Manager. About the Opportunity: This position will be responsible for the operation and maintenance of the Campus utility infrastructure. Manages skilled trade personnel and technical programs designed to control the maintenance, repair, and alteration of University facilities with regard to Facilities Management operations. Ensures compliance with appliable Federal, State, and Local codes and WVU Policies. Acts as a facilities liaison with the WVU community. This position is critical to the success of WVU. What You'll Do :
Set vision and develop departmental growth and objectives to deliver highly technical maintenance skills and timely services to exceed customer expectations. Provide leadership to the staff through continuous feedback as to effectiveness, performance, quality, and customer service levels. Manages journeymen, trades workers, and any other support personnel as required. Follows procedures and makes work assignments to those individuals assigned to the crew to ensure work is complete in a timely fashion ensuring proper quality and quantity. Ensures that proper safety procedures are used by staff while performing job duties. Ability to troubleshoot and audit complex control systems associated with distilling units, autoclave systems, heating and cooling systems, and steam distribution systems operation. These control systems are integrated with computerized building maintenance systems. Analyze detailed reports and technical data related to plumbing systems, pressure and temperature diagnostic equipment, water analysis reports, project design documentation, and O&M manuals. Utilize tools and appropriate techniques to assess and evaluate plumbing systems. Have knowledge of non-destructive testing techniques and interpretation of the results. Develop, implement, train, and measure staff performance based upon department objectives and metrics. Train staff on proper safety procedures and observe workforce in the field to assure compliance. Manage staff through well-defined performance measures, shared objectives, performance ratings, and training opportunities. Assess employee skill levels and identify appropriate training for improvement. Develop, promote and deliver on-going staff training on business initiatives such as policies and procedures, budget, FM strategic plans, skill, mission, vision, etc. Lead by example in all areas. - Develop and execute operating and personal budgets. Develop and implement plans for repair and maintenance to include identification, prioritization, budget development, design and scheduling. Ensure that associated maintenance, repair and alteration requests meet all applicable codes and deadlines.
- Provide continuous improvement concepts and manage a complex Preventive Maintenance program to reduce breakdowns, repair costs and increase the reliability of the University's infrastructure. Develop and manage a Predictive Maintenance program to identify equipment deficiencies and repair needs prior to system failure.
- Develop internal policies and procedures to address workflow, shutdown procedures, safety and quality control for department.
- Evaluate new technology and procedures to determine if they are applicable to WVU. Identify opportunities and implement actions to create energy, manpower and cost savings.
- Coordinate with suppliers, engineers, architects, customer, etc. to assure timely and cost-effective repairs and projects.
Qualifications
- Bachelor's Degree in Engineering or equivalent combination of education and experience
- A minimum of three (3) years experience in the following:
- General knowledge of building maintenance with focus on plumbing, piping, steam distribution, control systems, welding, and integration of various infrastructure components and/or systems.
- Manager / Supervisor experience
- Plumbing infrastructure control component experience
- Working knowledge of various computer software programs that include Microsoft Office, CMMS Systems, Building Automation, Time/Attendance
- Any equivalent combination of related education and/or experience will be considered
- All qualifications must be met by the time of employment
Knowledge, Skills & Abilities:
- Demonstrated knowledge of building systems, how they operate, and interactions between systems
- Demonstrated ability to evaluate system variables, measure performance and design corrective action
- Strong logic and analytical skills, system focus/root cause
- Ability to function in highly stressful situations
- Broad knowledge of technology with the ability to integrate cutting edge technology into existing system, i.e. non-destructive testing, pipe lining systems, integrated chemical injection systems
- Excellent communication skills, ability to perform work in a professional capacity, technical language as well as in simple, everyday terminology
- Ability to read complex mechanical/electrical diagrams, advises on troubleshooting techniques, and create, alter sequence of operations.
- Ability to troubleshoot and repair control systems and system safety equipment
- Self-motivated/ability to function with minimal supervision/direction and lead by example
- Ability to manage a cross functional work team comprised of skilled trades personnel to complete assignments, tasks and repairs on schedule and within budget
- Knowledge of plumbing, mechanical maintenance, and systems integration with respect to daily operations, preventive maintenance, repairs, alterations, and renovations
- Ability to work in extreme temperature environments

- Valid WV State Plumbing License (Journeyman level or higher) preferred
