BUSINESS SERVICE LINE: Human Resources

REPORTS TO: Director of Human Resources

SALARY RANGE: $90,000 - $115,000/annually

SUMMARY: The Compensation Analyst will support the organization's total rewards strategy by analyzing, developing, and administering compensation programs that ensure internal equity, external competitiveness, and compliance with federal contracting requirements. This role evaluates job classifications and partners with HR and Recruiting and leadership to maintain accurate salary structures aligned with government regulations to include but not limited to Collective Bargaining Agreements (CBA), Service Contract Act (SCA), and the Davis-Bacon Act (DBA). The analyst prepares compensation reports, supports proposal pricing efforts, and ensures pay practices meet audit standards. Success in this position requires strong analytical skills, attention to detail, proficiency with compensation tools, and the ability to communicate complex data clearly to stakeholders.

DUTIES AND RESPONSIBILITIES:

Corporate Compensation Program



  • Support Director of Human Resources in the development of a comprehensive compensation system and total rewards program to include bonus structure
  • Maintain position descriptions

    including updating and creating new positions as organization's needs evolve.
  • Maintain exempt and non-exempt compensation structure
  • Review each position to ensure compliance with Fair Labor Standards Act
  • Conduct ongoing labor category mapping/remapping for proposals, promotions and transfers
  • Conduct salary surveys as required
  • Support the annual evaluation and salary adjustment process
  • Ensure compliance with DAWSON compensation policies are met.
  • Conduct internal compensation system audits and risk assessments
  • Develop reports and provide feedback to management on any identified deficiencies


Pay Auditing & Compliance



  • Partner with Proposal/Contract group to ensure clear understanding and accurate implementation of contract-specific compensation requirements
  • Perform Health and Welfare reconciliations related to the Service Contract Act (SCA), Davis Bacon Act (DBA), and collective bargaining agreements (CBA)
  • Audit compliance with union contracts (CBA), including Dues and other commitments
  • Develop SCA/DBA/CBA compliance resources, tools, and training for stakeholders
  • Respond to data requests submitted by DCAA, DOL, and internal/external auditors

  • Performs other related duties as assigned by management.


SUPERVISORY RESPONSIBILITIES:



  • This job has no supervisory responsibilities.


QUALIFICATIONS:



  • BS degree and 5 - 10 yrs experience managing and maintaining total compensation program or equivalent. Experience in a government contracting environment is preferred.
  • Expert with MS Office Suite with a strong emphasis in Excel.
  • Possess the ability to rapidly learn Human Resources Information Systems and Accounting Systems (experience with ADP and Costpoint are a plus
  • Ability to understand Department of Labor regulations and contract documents with support of Contracts Specialists
  • Previous experience developing compensation and total bonus rewards for mid/large government contracting company.
