The State Highway Administration's (SHA) Office of Structures (Baltimore City) is currently recruiting for a Team Leader (Transportation Design Engineer IV) position. This position is open to anyone who meets the minimum qualifications listed below. The resulting list of eligible candidates will be used to fill this vacancy and may be used to fill future vacancies in this classification.


Nature of Work
: As a Project Team Leader in the Structures Inspection and Remedial Engineering Division (SIRED), this position is responsible for maintaining the assigned bridges and other structures on the Maryland State Highway system. These structures are maintained through inspecting, evaluating, and designing repairs. The tasks involved require the application of policies and procedures for the Office of Structures (OOS), compliance with Federal Highway Administration (FHWA) inspection methods, compliance with the American Association of State Highway and Transportation Officials (AASHTO) specifications, and compliance with National Environmental Policy Act (NEPA) standards. In addition, the Team Leader creates an atmosphere of cooperation, uniformity and exchange of ideas, adjusts workload and manpower as required to meet division goals.

The Team Leader is responsible for conducting and assigning structure inspections, ensuring required equipment is provided for the inspection, and writing and reviewing inspection reports as required by FHWA. This position is responsible for supervising the design team, which includes engineers that may possess an Engineer-In-Training license, Engineering Technicians, and Consulting Engineers. The design team develops, designs, and prepares plans, special provisions, and any other documents necessary for the execution of major and complex remedial bridge projects, both of an emergency and routine nature to ensure the safety of the state's structures for the traveling public. The Team Leader has the authority to schedule and delegate work to the individuals on the design team and must keep close contact with all members of the team so that advertising dates or dates of completion for projects are always met. Also, this position directly manages and supervises consultant projects from initiation to advertisement. This position is a senior staff specialist and technical resource for other engineers who seek advice in a specialized area of expertise.

The incumbent is responsible for gathering all relevant information and details of a structure and thoroughly investigating each project to accurately diagnose problems and recommend the appropriate repairs. This job requires an engineering education and background, advanced structural knowledge and repair experience, and a Professional Engineer's license to ensure safe structures on our highways.

Qualifications

MINIMUM QUALIFICATIONS:

Possession of a Maryland Professional Engineer license, in the appropriate option, is required. Evidence of license must be presented at the time of appointment.

Selective Qualification: Two (2) years of experience in inspection, evaluation, analyzing, and/or design of new or design of repairs for highway bridges, retaining walls, and culverts.

Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).

Preferred Qualifications:

The ideal candidate should possess the following:

  • Good skills at prioritizing, multitasking, communication, and time management.
  • Experience with understanding, utilizing, and assisting with National Bridge Inspection Standards program in Maryland.
  • Experience in defect inspections, making repair recommendations, designing repairs, performing load ratings, and advertising projects.
  • Experience with construction issues related to bridge repair projects

Licenses & Certifications

Candidate must possess a motor vehicle operator's license valid in the state of Maryland.
