Job Description

In this role you will be responsible for leading the planning and portfolio management activities. This includes multi-year strategic planning, annual division planning, business segment specific plans, goal setting and planning coordination with other divisions.

We're seeking a builder of enterprise EPMOs who can design and operationalize governance, operating models, and portfolio processes that scale across business units and multiportfolio environments ($100M+). The ideal leader strengthens portfolio management and multiyear investment planning, enables clear tradeoffs and executive decisionmaking, and drives workforce planning to ensure the right capacity, skills, and sourcing models for predictable delivery. They bring handson wins in automation and AI (intake design, business cases, value tracking), coach teams through hybrid/agile/productcentric transitions, establish vendormanagement strategies (spend visibility and performance), define enterprise prioritization and intake frameworks, and build executiveready dashboards, KPIs/OKRs, and benefitsrealization metrics-standardizing core practices while preserving smart flexibility.

What You Will Do

  • Facilitate and coordinate with stakeholders across the organization to optimize relationships and ensure understanding of strategy, planning and sequencing components, and performance monitoring components and results
  • Oversee the strategic planning process and organizational reviews, communicating results to top management, and developing strategies based on organizational reviews
  • Oversee and coordinate divisional and annual/enterprise planning and resource needs (e.g., prioritization and sequencing people/shared resources, investments/funding, and/or acquisition of key assets/capabilities) to support divisional goals.
  • Ensure program portfolio composition and sequencing to accurately reflect and enable Market strategy
  • Collaborate with internal teams and other key partners to develop and manage the investment portfolio, including sizing and prioritizing of investments to enable effective execution of the strategic plan and delivering on stated goals.

What You Bring

  • Bachelor's Degree and 10 years of experience with strategic planning, annual planning, and/or performance tracking.
  • If no degree, a minimum of 12 years of experience as listed above.
  • Proven experience building or transforming an enterprise PMO/EPMO, including governance, operating models, and portfolio processes that scale across multiple business units.
  • Demonstrated ability to create enterprise frameworksthat strengthen portfolio management, multi-year investment planning, trade-off decisions and executive decision making.
  • Experience designing frameworks that operate effectively across multiportfolio environments exceeding $100M.
  • Experience leading enterprise workforce planning to ensure the right capacity, skills, and sourcing models are in place to meet portfolio demand, support strategic priorities, and enable predictable delivery.
  • Handson experience leading automation and AI initiatives, including intake design, business case development, and value tracking.
  • Experience coaching teams through delivery model transitions, such as hybrid, agile, or productcentric structures.
  • Experience establishing an EPMO vendor management strategy, including spend visibility, performance tracking, and practices that support portfolio delivery.
  • Expertise defining and operationalizing enterprise prioritization and intake frameworks, including scoring models, criteria, thresholds, and crossfunctional facilitation.
  • Strong capability in developing enterprise dashboards, KPIs, OKRs, benefitsrealization metrics, and executiveready portfolio insightsthat drive decisionmaking.
  • Demonstrated success driving operating model and process alignment across multiple portfolios, standardizing core practices while enabling flexibility where needed.

Salary Range

At Blue Cross NC, we take great pride in a fair and equitable compensation package that reflects market-price and our starting salaries are typically planned near the middle of the range listed.
