Are you a leader with vision, drive, and passion who can develop and lead a high-impact program area, bridging Government needs and APL expertise to meet critical challenges for the DoD and Intelligence communities? The National Security Analysis Mission Area is seeking a proven, forward-thinking leader to lead operations for the National Security Analysis mission area.

In this role, the Mission Area Program Operations Manager (POM) will serve as part of the mission area leadership team, ensuring cohesive operations that support the ability to deliver objective, integrated, and forward-looking analysis that empowers
U.S. decision-makers to anticipate and address the nation's most complex challenges.

Key activities will include understanding the mission area operations, engaging with operational counterparts in the sponsor community and engaging with partners across the laboratory to achieve efficient operational results. The successful leader in this role will ensure smooth operations that allow the mission area to create analytic products and capabilities to support their most vital missions.

As a Mission Area Operations Manager, you will:

  • Understand Mission Area priorities and develop best practice guidance and workflows that ensure program and project operations meet those priorities.
  • Facilitate operational support for Mission Area special projects.
  • Serve as a high-level liaison between the MAE and the operations, security, administrative organizations across the laboratory.
  • Serve as the high level liaison and coordinator for sponsor operations and coordination teams.
  • Serve as a member of the Mission Area Leadership Team.
  • Maintain awareness of upcoming business development opportunities and posture the MA operations to respond quickly.
  • Partner with NSAD Operations to develop and maintain a NSAMA facility/security strategic plan, prioritizing our highly classified programs.

Qualifications

You meet our minimum qualifications for the job if you....

  • Have a Bachelor's degree in management, operations, or another similar field.
  • Have at least fifteen years of relevant experience working within operations or security coordination.
  • Have experience in the highly classified domain and a proven track record of working with enterprise services on highly classified projects and programs.
  • Are a proven leader as demonstrated by leading teams or sections of five or more people.
  • Have the ability to interact with sponsors or senior APL leaders.
  • Have experience with the DoW, DARPA and IC proposal process.
  • Have experience working with industry partners on complex working agreements.
  • Are results oriented as demonstrated by a track record of completing tasks with little guidance or information.
  • Hold an active TS/SCI security clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

  • Have a Master's degree in management, operations, or another similar field.
  • Have at least twenty years of relevant experience working within operations or security coordination.
  • Have government or military personnel management experience.

The referenced pay range is based on JHU APL's good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, education assistance, and training and development.
