Description

The Technical Writer (Government Sector) is responsible for developing clear, compliant, and compelling written content in support of public-sector pursuits for Coakley & Williams Construction (CWC). This role plays a key part in helping the company win federal, state, and local government work by translating complex construction, technical, and operational information into polished, highly specific proposal narratives that align with solicitation requirements and CWC's strategic positioning.

Essential Duties & Responsibilities

  • Develop, write, edit, and refine proposal content for multiple RFPs, RFQs, SOQs, and design-build submissions across federal, state, and local agencies concurrently.
Review and interpret solicitation documents to identify requirements, evaluation criteria, key themes, and required deliverables.
  • Ensure proposal narratives are compliant, accurate, and responsive while clearly communicating CWC's differentiators and approach.
  • Partner closely with subject matter experts, including Operations, Preconstruction, and others to gather information and data to develop proposal-ready content.

  • Translate technical and operational concepts such as project approach, logistics, phasing, safety, QA/QC, and schedule strategies into clear, client-focused narratives.

  • Participate in pursuit planning and proposal strategy discussions to help shape win themes and messaging.

  • Create and maintain proposal content within established content library systems, including project descriptions, resumes, management plans, safety narratives, QA/QC content, sustainability approaches, and past performance write-ups.

  • Edit and proofread proposal materials for clarity, consistency, grammar, tone, and compliance under tight deadlines.

  • Support post-submission activities including debriefs, lessons learned, and incorporation of feedback into future proposals.

  • Collaborate with marketing and design team members to ensure proposal content aligns with CWC's brand voice, messaging, and visual standards.

  • Coordinate narrative content with graphics, layouts, and supporting materials to produce professional, high-quality submissions.

  • Assist with the preparation of federal proposal formats such as SF330s, capability statements, and agency-specific templates.

  • Visit active job sites, as needed, to gather project insights and field perspectives to strengthen proposal and marketing content.

  • Coordinate with the marketing team to ensure appropriate project photography supports proposal narratives, as needed.

  • Support documentation of key project milestones, best practices, and lessons learned for future pursuits.

Knowledge, Experience, & Special Skills Required
  • Prior experience in Construction Field Operations, preferably Project Management or Field.

  • Bachelor's degree in English, Communications, Marketing, Journalism, or a related field.

  • Three (3) to five (5)+ years of experience in technical writing or proposal development, preferably within the architecture, engineering, and construction (AEC) industry.

  • Working knowledge of public-sector procurement processes, including federal and/or state and local government contracting.

  • Demonstrated ability to organize complex information, ensure compliance, and communicate persuasively in written form.

  • Exceptional attention to detail, organization, and time-management skills in deadline-driven environments.

  • Proficiency in Microsoft Office; experience with Adobe InDesign is preferred.

  • Experience working within proposal content management or CRM systems is a plus.

  • Ability to adapt writing style and technical depth for diverse audiences, including contracting officers and selection committees.

  • Highly collaborative, resourceful, and comfortable working with technical and operational professionals.
