Position Title: Financial Analyst IV
Labor Category: Portfolio Analyst III

Position Purpose

The Financial Analyst IV supports the Joint Transportation Management System (JTMS) Joint Program Office by providing disciplined financial analysis and coordination across DOTMLPF-P activities tied to airlift, sealift, surface transportation, and the broader Defense Transportation System. This role ensures financial considerations are accurately analyzed, documented, and synthesized to inform senior leader decision-making, without performing direct financial execution.

Senior leaders receive concise, accurate briefings that integrate audit, financial, and operational inputs, enabling informed decisions. Financial DOTMLPF-P considerations are consistently aligned with program objectives and governance processes.

Key Responsibilities

  • Analyze financial DOTMLPF-P impacts associated with JTMS capabilities across transportation and logistics domains.
  • Support finance-focused Working Integrated Process Teams (WIPTs) and business process reengineering working groups.
  • Coordinate, integrate, and synthesize financial and audit inputs into cohesive briefing materials for senior leader engagements.
  • Develop and document cost drivers, financial assumptions, and supporting analytical artifacts.
  • Prepare decision-support materials and briefings for senior government leadership.
  • Assist with documentation and alignment related to DoD Financial Management regulations and guidance.
  • Collaborate across technical, functional, financial, and administrative teams to ensure shared understanding and alignment.

Required Qualifications

  • Bachelor's degree or equivalent relevant experience.
  • Active SECRET clearance.
  • Minimum of five (5) years of DoD financial analysis experience, preferably supporting the Defense Transportation System.
  • Experience supporting DoD or Federal financial management programs.
  • Experience contributing to cost analysis, Work Breakdown Structure (WBS) development, or Life Cycle Cost Estimate (LCCE) inputs.
  • Strong analytical writing, briefing, and synthesis skills.
  • Experience working across technical, functional, financial, and administrative teams.
  • Ability to translate complex financial and technical information for non-technical stakeholders.

Preferred Qualifications

  • Experience supporting or implementing ERP solutions delivered via a SaaS model in a DoD or Federal environment.
  • Knowledge of ERP-driven business process reengineering and configuration-based solution design.
  • Experience with system integration, data migration, and master data management in ERP environments.
  • Experience supporting Agile or SAFe governance for COTS/SaaS implementations.
  • Familiarity with DOTMLPF-P constructs.
  • Experience working with multi-stakeholder governance bodies.

Working Conditions

  • Work is performed in a professional office or government facility environment.
  • Participation in classified discussions consistent with SECRET clearance requirements is expected.
  • Regular collaboration with geographically distributed stakeholders.
  • Standard business hours with flexibility as required to support mission priorities.
