Overview

Nakupuna Consulting is seeking a Freedom of Information Act (FOIA) / Records Management Specialist to join our team of talented consultants providing professional services to an Office of the Secretary of War (OSW) client. The ideal candidate understands Department of War (DoD) FOIA and records management policy and processes, is comfortable working closely with stakeholders across OSW, and can gather records, review data, and respond to inquiries and appeals related to FOIA requests, as well as coordinate with other directorates on FOIA-related matters.



Responsibilities

    Conduct the day-to-day management related to the processing of all requests for FOIA material, to include drafting responses consistent with established policies and overseeing the release of information under FOIA.
  • Maintain oversight for the data governance and records management programs across the Component.
  • Operate as the liaison between the Component, various stakeholders, and subject matter experts to adjudicate multiple, concurrent FOIA requests.
  • Serve as the FOIA representative for the Component at Executive and Action Officer meetings.
  • Prepare high-quality and error-free documents ready for Government action and artifacts, as required by the case, and update all appropriate correspondence trackers.
  • Share best practices to improve data governance and records management compliance across all directorates.
  • Analyze all records feeding FOIA responses and conduct monitoring that measures the overall accuracy and compliance for the Component. Develop and deliver regular reports on metrics.
  • Adjudicate complex FOIA requests impacting the OSW with minimal supervision.
  • Keep leadership abreast of the status of the FOIA program and disclose any issues impacting the timely achievement of client deliverables.
  • Make determinations on disclosures, issuance of denials, redactions, access to Federal agency records, and dissemination of personally identifiable information. Make recommendations to the Government on document actions, declassification, and security review processes.
  • Synthesize information to draft executive summaries, narrative reports, FOIA responses, and other deliverables. Identify gaps in information and collaborate with DoW stakeholders to complete taskings on or ahead of schedule.
  • Organize and maintain centralized filing system, including organizational share drives in accordance with Federal and DoW records management procedures.
  • Review electronic records management folders and make recommendations for user permissions.
  • Conduct periodic records management audits for records eligible for destruction.
  • Lead and support preparations for Records and Information Management audits.
  • Participate in DoW Privacy and Civil Liberties working groups, meetings and conferences.
  • Monitor and report privacy and civil liberties breaches.
  • Prepare and respond to all privacy and civil liberties data calls and reports.


Qualifications

Skills/Qualifications: The ideal candidate is an experienced FOIA / Records Management Analyst that is eager to learn and thrive in a team environment. Specifically, the candidate will be proficient in the following:

  • Working knowledge of FOIA software and processes (e.g., FOIAXpress, Adobe Redact add-in, Redact Express).
  • Capable using the Correspondence and Task Management System (CATMS) to adjudicate FOIA packages and manage and process other correspondence.
  • Highly organized.
  • Strong writing and analytical skills.
  • Excellent problem-solving abilities and keen attention to detail.
  • Exceptional client-facing communication skills.
  • Experience working with Senior Executives in the Government, preferably the DoW.
  • Ability to work under pressure and to adapt quickly in a changing environment.
  • Familiarity with DoW Privacy and Civil Liberties rules and regulations.
  • Proficiency in Microsoft Office products (Word, Excel, Outlook, PowerPoint, and SharePoint) is required. Proficiency in Power BI or other business intelligence tools is highly desired.

Education and Experience Required:

  • Bachelor's degree from an accredited university or college
  • Six (6) years of applicable work experience
  • OSW support or related agency experience

Clearance: This position requires an active SECRET security clearance. Must be a U.S. citizen.

Location: Work is hybrid performed via telework and on Government site at the Pentagon in Arlington, VA. Employees will work in close proximity with Government personnel. Core work hours are 0800 to 1600 Monday through Friday except holidays.
