Requisition Id15756 Overview: We are seeking a Packaging Engineer who will focus on Packaging Engineering support. This position resides in the Transportation Management (TM) Group within the Transportation Waste Management Division (TWMD) of the Environment, Safety, Health and Quality Directorate (ESH&Q) at Oak Ridge National Laboratory (ORNL). As part of our team, you will perform various duties associated with the coordination and packaging of ORNL's materials, primarily radioactive material, but could include hazardous, non-hazardous, and classified items to ensure continuous operational flow in the most efficient and cost-effective manner. Major Duties/Responsibilities:
- Verify all radioactive material shipments comply with Department of Transportation (DOT), International Civil Aviation Organization (ICAO), International Air Transport Association (IATA), Nuclear Regulatory Commission (NRC) regulations, Department of Energy (DOE) Orders, ORNL policies and procedures, and any other federal and international regulations for domestic and international shipments of hazardous and radioactive materials in the most efficient and cost-effective manner while maintaining compliance
- Review and interpret analytical data to determine regulatory (e.g., DOT, IATA) classifications and select proper packaging, marking, labels, and placarding for radioactive materials and hazardous materials upon request.
- Packages or verifies packaging, marks, and labels, as necessary, for radioactive materials shipment and if requested, assist in these activities for other hazardous materials.
- Interfaces and communicates packaging requirements to various ORNL organizations, other DOE contractors and vendors as requested.
- Provides packaging and transportation guidance and instructions (written and/or verbal) to ORNL staff to help with program/project management and as required by DOT.
- Completes compliance or peer reviews for off-site shipments if requested.
- Assists ORNL customers with on-site shipments.
- Verify the development testing evaluation, certification, procurement, inspection, and maintenance of hazardous materials packaging, including but not limited to radioactive Type A, fissile and Type B packaging, sealed sources, hazardous materials bulk packaging such as cargo tanks, trucks, and IMO containers.
- Maintain the specifications and filling instructions on an internal database of hazmat packaging stocked in ORNL stores and utilized by ORNL staff and ensures that appropriate packaging is available to customers.
- Verify radioactive material packaging certificates are current, required documentation is on file, and assists in any recertification efforts if required.
- Reviews and approves all purchase requisitions relating to packaging for hazardous and radioactive materials.
- Establishes QA Inspections Plans for receiving inspections on packaging.
- Completes or assist in completing NCRs and the disposition of NCRs for packaging.
- Assists, as requested, in vendor surveillance of packaging suppliers.
- When required, assist in the design and/or coordinate the fabrication of packaging for hazardous and radioactive materials shipments that conforms to the applicable mode of transportation to be used.
- Create statements of work or specifications and obtains other documents required to purchase or fabricate packaging.
- Determine, justify, and initiate testing required to meet transportation regulations.
- Performs or arranges for qualified personnel to perform applicable reviews, assessments, and audits to determine compliance with regulatory agencies and to generate performance indicators as requested.

Basic Qualifications:
- Bachelor's degree with 5 years of relevant experience in packaging and transportation of hazardous materials experience or an equivalent combination of education, training, and experience may be considered.
- An ability to understand and interpret federal, state, local, and international regulations, DOE Orders and ORNL directives required.
- Strong interpersonal, oral, and written communication skills, as well as the ability to cope with stressful situations in a professional manner.
- This position requires the ability to obtain and maintain a DOE Q clearance.
- Familiarity with DOE/DOT/ICAO/NRC transportation and packaging orders and regulations.

- Establish/maintaining a QA Program in accordance with 10 CFR 71 Subpart H

- Experience with QA requirements of DOE O 414.1D, including 10 CFR 830
- Familiarity with Nonconformance reports
- Familiarity with vendor evaluations for packaging
- Familiarity with Procurement practices for packaging
- Familiarity with certified packaging testing
Preferred Qualifications:
- Bachelor's degree in physical sciences or engineering
- Strong records knowledge, computer skills and experience working with various commercial software applications.
- Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
- Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.
Special Requirements:
- Visa sponsorship is not available for this position.
- Q clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
