Responsibilities of Position
-
The Purchasing Compliance Specialist coordinates and manages the purchasing functions for city departments, including the development of systems and procedures to ensure that the City Code and all administrative policy requirements related to purchasing are met. This includes training and coordinating with City staff and outside vendors to ensure that purchasing policies and procedures are followed, maintaining purchasing related software, and reporting on the results of programs to City Council.
In addition, this position is responsible for championing, managing, and monitoring internal and external compliance with the Champaign Diversity Advancement Program (CDAP). The CDAP program encourages City departments, contractors, and other vendors doing business with the City to increase the amount of goods and services provided by local businesses owned by minorities, women, and other socially and economically disadvantaged groups.

Required Qualifications

• A bachelor’s degree in public or business administration or a related field.
• Experience with program or project administration.
• Any equivalent combination of experience and training which demonstrates the required knowledge, skills, and abilities will be considered

Preferred Qualifications

• Ability to follow detailed policies and procedures, interpret policies, disseminate procedures, and/or develop new procedures
• Understanding of diversity inclusion policies or programs.
• Experience making purchases and procuring goods and services, or direct oversight of purchases.
• Ability to communicate through multiple channels, such as written, video, and in person.
• Experience with using complex financial systems, such as Tyler/Munis, SunGard/Superion, GEMS, Banner, Questica, ePrism, PeopleSoft, etc.
Drug screening and criminal background check will be required. The annual starting salary range is $76,312 - $86,874, plus an excellent fringe benefits package. Applications, including cover letter and resume, must be submitted online no later than Sunday, February 8th, 2026.
