Job Summary

The Loudoun County Department of Health is seeking a motivated and skilled technology professional to serve as a Functional Analyst II. This full-time position plays a critical role in supporting the Environmental Health Division by ensuring the effective use, enhancement, and integration of information systems that support regulatory and operational business processes.
The Functional Analyst II primarily supports the County's enterprise Land Management System, statewide databases, and other internal and external systems used by Environmental Health and partner Community Development departments. The successful candidate will apply IT best practices to analyze business needs, translate requirements into functional solutions, and support the implementation, testing, and ongoing maintenance of enterprise systems, including Commercial Off-the-Shelf (COTS) applications.
This position requires adaptability to evolving business needs, strong analytical skills, and the ability to collaborate effectively with technical staff, vendors, and business stakeholders.
Key Responsibilities include, but are not limited to:
- Support and coordinate projects related to enterprise and division-level information systems, including managing and approving system access, tracking project status, assessing feasibility relative to available resources, and applying established project management methodologies.
- Analyze existing IT systems, architectures, workflows, and business processes to identify gaps and improvement opportunities.
- Elicit, document, and translate business requirements into clear and actionable functional requirements.
- Serve as a liaison between vendors, County IT staff, and business users to ensure COTS and enterprise applications are fully utilized and aligned with operational needs.
- Assist in the design and development of new IT solutions, enhancements, and process improvements that support Environmental Health operations.
- Communicate project status, risks, issues, and progress updates to stakeholders in a clear and timely manner.
- Develop and maintain system documentation, including workflows, business processes, and functional specifications.
- Evaluate IT products and services for business suitability, including participation in testing, implementation, and validation of operational and technical security controls in alignment with County and Virginia Department of Health standards.
- Recommend changes to systems, products, processes, and service offerings; present high-level analyses and explain the rationale for recommended solutions.
- Adhere to quality assurance, data governance, and established County and Departmental standards and procedures.
- Coordinate and support user acceptance testing (UAT) and functional testing efforts with Quality Assurance teams, technical staff, and business users.
- Manage multiple priorities effectively while meeting critical project timelines in a fast-paced environment.
- Demonstrate professionalism, persistence, and strong problem-solving skills when addressing challenges or obstacles.

Minimum Qualifications
-
Bachelor's degree in Computer Science, Data Processing, Electronics, Information System Management, or related field with continuing education beyond graduation; five (5) years of related experience in computer technology, electronics, programming, design, development, data base management, and/or administration preferably in a government environment with some experience with LAN/WAN/Netware and Microsoft; two (2) years of supervisory experience if position is supervisory; or equivalent combination of education and experience.
