Overview

LMI is seeking a results-driven Healthcare Business Analyst with demonstrated experience in health policy and technology-enabled program delivery. The ideal candidate combines policy fluency with analytical rigor and stakeholder facilitation skills. This role will support federal health initiatives by interpreting policy, translating business needs into development requirements, analyzing data to inform decisions, and preparing concise executive-ready communications. This position may be remote.

Responsibilities

    Research, synthesize, and interpret federal and state health policy, regulations, and guidance to inform program and system design.
  • Assess operational and technology impacts; identify risks, dependencies, and implementation considerations, and recommend mitigation strategies.
  • Translate policy and business needs into clear functional and technical requirements, user stories, and acceptance criteria.
  • Facilitate working sessions and collaborate with product owners, developers, and subject matter experts to refine requirements, priorities, and release scope.
  • Prepare and deliver presentations, status updates, decision briefs, and meeting notes for internal and external stakeholders.
  • Document action items, decisions, and follow-ups to drive alignment and accountability.
  • Analyze program, operational, and policy-related datasets to identify trends, gaps, and performance drivers; communicate insights through reports and visualizations.
  • Develop actionable recommendations that leverage GenAI-driven tools, where appropriate, that inform strategic and operational decision-making.
  • Maintain organized repositories of requirements, decisions, and policy references to support continuity and auditability.
  • Lead development of external stakeholder communications (e.g., user guides, FAQs, implementation guidance).
  • Triage and respond to internal and external inquiries, escalating issues as appropriate.


Qualifications

Required Skills:

  • Bachelor's degree in Public Policy, Public Health, Health Administration, Business, Information Systems, or a related field, or equivalent experience.
  • Minimum two (2) years of experience as a Business Analyst, Policy Analyst, Consultant, or similar role.
  • Proven ability to effectively operate at the intersection of mission strategy, health policy development and regulatory guidance, data analytics, and operations with a focus on cultivating a future-ready state prepared to address complex challenges through clear business and technical artifacts (e.g., requirements, user stories, process flows, decision logs).
  • Demonstrated expertise in advanced analytic methods and practical knowledge of GenAI-enabled workflows, including operational analytics, decision support, and optimization to drive mission success while leveraging datasets and basic visualization tools (e.g., Excel, Power BI, Tableau, or similar).
  • Excellent written and verbal communication skills, including experience preparing briefings, talking points, and stakeholder communications.
  • Ability to facilitate discussions and work collaboratively within cross-functional and matrixed teams.
  • Strong attention to detail, organization, and adaptability in dynamic environments.

Desired Skills:

  • Experience supporting CMS (particularly Affordable Care Act implementation), HHS, VA, or other federal health programs.
  • Background working in Agile environments and familiarity with user stories, epics, and backlog refinement.
  • Experience applying GenAI-driven tools and frameworks to enable transformation, advance mission goals, and ensure alignment between technology platforms and mission priorities.
  • Experience with JIRA, Confluence, or similar collaboration and requirements-tracking tools.
  • Experience conducting stakeholder workshops, interviews, or requirements-elicitation sessions.
  • Master's degree in Public Policy, Public Health, or a related discipline.

Target salary range: $90,000-$100,000
