In this role, you'll serve as the primary liaison between the Company and landowners across the Eagle Area, providing expert Lands and ROW support to regional pipeline and facility operations. You'll lead the coordination of all right of way matters along the Texas Eastern Transmission system building strong, respectful relationships with landowners, negotiating agreements, resolving concerns, and ensuring responsible access to both private and public lands. From managing land rights and damage claims in protecting our operations, our reputation, and the communities we serve.

What You Will Do:

  • Accountable to provide Lands & ROW support services for the ongoing pipeline operations and maintenance activities within the region.
  • Accountable for the investigation of land related concerns (such as damage claims, encroachment/land use monitoring, contamination/reclamation activities, drainage improvements etc.) to resolve and administer compensation settlements resulting from construction and maintenance activities. Follows up on lands related concerns by coordinating between landowners and 3rd party Land Consultants as needed
  • Coordinates land activities by using the Geographic Information System (GIS) tools to gather landowner data and contact points for the Regional Engagement Plan and Public Awareness Programs.
  • Coordination of right-of-way activities in compliance with State/Federal Laws, Acts, Codes, Regulations and Enbridge policies and procedures.
  • Prepare, record and ensure regulatory compliance on land related legal interests, such as surface and sub-surface leases, easements, permits, and construction related agreements with collaborators and third-party companies.
  • Responsible to support the research, development, revision, proofreading and commissioning of right-of-way related legal documents and miscellaneous assignments as required.
  • Prepare and coordinate landowner notifications and communication.
  • Coordinate land activities with various internal and external partner groups such as Operations, Projects, Law, Environment, Public Affairs, and Regulatory,
  • Provides quality assurance role to ensure consistency in treatment of Land Customers
  • Coordinates with Engineering and Law to monitor land contracts and work authorizations
  • Maintains required security and confidentiality of information created or encountered in the performance of duties
  • Supports Regional Engagement initiatives including delivering the public awareness education to landowners, municipalities, local contractors, emergency responders and other collaborators as required.

Who You Are:

You have:

  • 4+ years of related right of way experience along who has an undergraduate degree. Candidates who do not possess a university degree and additional 3 years of experience is required
  • The ability to connect with a variety of partners to achieve business goals while exhibiting our core values of Safety, Integrity and Respect
  • Valid drivers license with an acceptable driving record that will be verified upon hire

You can:

  • Show familiarity interpreting legal plans, legal documentation, titles, deeds and engineering drawings while also being able to interpret applicable legislation, regulations and processes
  • Offer strong knowledge with current information technologies such as the Microsoft Office suite, land databases and geographic information systems (GIS)
  • Work in a team-oriented environment with a positive demeanor and show that you are dedicated and can work independently

You are:

  • Proficient in understanding legal issues related to land acquisitions and easements in operating area while exhibiting effective problem solving, project management and decision-making abilities
  • An excellent written/verbal communicator with strong interpersonal skills and initiative in dealing with a variety of internal and external customers and collaborators (regulators, lawyers, industry, government, landowners and internal departments) along the ability to influence and negotiate in sensitive situations
  • Able to show flexibility with decision making skills using good judgement to reach a positive outcome

The following are considered assets:

  • Knowledgeable in pipeline maintenance and operations with landowner negotiations
  • Professional Designation from the International Right of Way Association and/or equivalent designation and/or real estate or land related background

Working Conditions:

  • Work performed in a typical office environment 50% of the time with the other 50% driving to meet with various partners and visit field locations within the operating region in field environments
  • Will have travel associated with field training and site visits within region

Physical Requirements:

Include but are not limited to: Grasping, kneeling, light - moderate lifting (objects up to 20 pounds), reaching above shoulder, repetitive motion, sitting, standing, visual requirement (able to see screens, detect color coding, read fine print), hearing requirement.

Include but are not limited to: Ability to: understand, remember and apply oral and/or written instructions or other information, understand complex problems and collaborate/explore alternative solutions, organize thoughts and ideas into understandable terminology, organize and prioritize work schedule on a short-term basis, make decisions which have moderate impact on the immediate work unit and monitor impact outside this area, understand and follow basic instructions and guidelines, complete routine forms, compose letters, outlines, memoranda and basic reports and communicate with individuals via telephone.
